Copyrights is a set of exclusive rights and at its most general, it is literally "the right to copy" an original creation law. Law Number 19 of 2002 was formed by governments and parliaments to regulate the use of a particular expression of an idea in accordance with norma and standards as stipulated by TRIPs Agreement's. The Copyright's law protect a wide range of creative, intellectual, or artistic forms of "works". However, Law Number 19 of 2002 has regulate a very limited aspects on the doctrin of ownership of works by order, by instructions, and under official duties. Therefore, in practical matters, the law has unable to present inproper claim on the ownership. For example is legal case of accusations of copyrights infringement on painting of Sultan Mahmud Badaruddin II. Eden Arifin, claim him self as the author of the painting, pursue his exclusive rights to Bank Indonesia, since his painting was printed in face of money Rp 10.000,- (ten thousands rupiah). In fact, painting was made on a prize contest organized by District Government of Sumatra Selatan. In this respect, District Government of Sumatra Selatan also claim for their exclusive rights on the painting of Sultan Mahmud Badaruddin II. In their accusation, they claim that the painting were made base on order. Similar copyrights cases are often brought to the court. They claim in very highly amount of compensations as remedy for their loss due to the infringement, these practices happened because of the actual of clear regulations about compensation neither in Law Number 19 of 2002 nor in Civil Code. This study has revealed assorted interpretations of the ownership statute for the painting of Sultan Mahmud Badaruddin II and highly amount of compensations in such copyrights cases
