Procurement of equipment is one of the most important components in the implementation of a project and based on an international journal entitled "The perception of government and private sector on the procurement system delivery method in Saudi Arabia" (Ahmed Alofi, Jacob Kashiwagi, Dean Kashiwagi, 2016) where results his research shows that the procurement system is a major risk in the project and also has a negative impact on the project. Therefore, this study will analyze the problems that will be studied, namely: Offshore project operational processes at PT. X Jakarta, the risk of delays in the supply of PHE WMO Offshore project equipment in Jakarta, the results of a risk analysis of the delay in providing PHE WMO project equipment, recommendations for improvement from the analysis of the risk of delays in providing PHE WMO project equipment. The literature review conducted in this study examines various theories relating to risk management, procurement, project scheduling, portraits of the implementation of Offshore PHEWMO projects, and various relevant journals in the last 10 years. The research methodology used is quantitative and qualitative to study various relevant issues, identify problems in research, analysis and discussion. The research methods used in the study are quantitative and qualitative. Through the results of this study, it is expected to be able to identify the risk of delays in Offshore PHE - WMO projects, so that the project can still be completed properly. From this research, it is expected that finally it will be found important factors that influence the delay in the supply of project equipment at PT. X so that it can be anticipated from the beginning of a project on another project so that the final results of this study can be indicated that affecting the delay in delivery is a. There is no deadline for making a purchase decision. b. Not supported by adequate software, c. Poor coordination in the internal department, d. The selection of vendors / suppliers is based solely on the lowest price. / Pengadaan equipment merupakan salah satu komponen terpenting dalam terlaksananya suatu proyek dan berdasarkan jurnal internasional yang berjudul “The perception of the government and private sectors on the procurement system delivery method in Saudi Arabia” (Ahmed Alofi, Jacob Kashiwagi, Dean Kashiwagi, 2016) dimana hasil penelitiannya menunjukan bahwa sistem pengadaan merupakan risiko utama dalam proyek dan juga berdampak negatif untuk proyek. Oleh karena itu, penelitian ini akan menganalisis permasalahan yang akan dikaji, yaitu: proses operasional proyek Offshore di PT. X Jakarta, risiko keterlambatan penyediaan equipment proyek Offshore PHE WMO di Jakarta, hasil analisis risiko keterlambatan penyediaan equipment proyek PHE WMO, rekomendasi perbaikan dari hasil analisis risiko keterlambatan penyediaan equipment proyek PHE WMO. Kajian pustaka yang dilakukan dalam penelitian ini mengkaji berbagai teori sehubungan dengan manajemen risiko, procurement, penjadwalan proyek, potret pelaksanaan proyek Offshore PHE – WMO, dan berbagai jurnal yang relevan dalam 10 tahun terakhir. Metodologi penelitian yang digunakan adalah kuantitatif dan kualitatif untuk mengkaji berbagai isu yang relevan, mengidentifikasi permasalahan penelitian, analisis dan pembahasan. Metoda penelitian yang digunakan dalam penelitian adalah kuantitatif dan kualitatif. Melalui hasil penelitian ini diharapkan dapat mengidentifikasi risiko keterlambatan proyek Offshore PHE – WMO, agar proyek tetap dapat diselesaikan secara baik. Dari penelitian ini, diharapkan akhirnya akan ditemukan faktor-faktor yang penting yang mempengaruhi keterlambatan penyediaan equipment proyek di PT. X sehingga hal tersebut dapat diantisipasi dari awal suatu proyek di proyek yang lain sehingga hasil akhir dari penelitian ini dapat terindefikasi bahwa yang mempengaruhi keterlambatan pengiriman tersebut adalah a. Tidak adanya batas akhir dalam mengambil keputusan untuk dilakukan pembelian. b. Tidak didukungnya software yang memadai, c. Koordinasi yang tidak baik dalam internal department, d. Pemilihan vendor / supplier hanya berdasarkan yang harga termurah.
