Regulation of Cooperation Between Government and Business Entities in Infrastructure is regulated in the 2015 Presidential Regulation Number 38. One of the infrastructure development is the construction of toll road infrastructure, which is the concentration of Indonesia's economic growth. The government of Indonesia recorded a development plan on 2005 - 2025 Rencana Pembangunan Jangka Panjang (RPJP). This regulation has driven the government to construct a toll road with a Public-Private Partnership (PPP) mechanism, for example, the Cibitung - Cilincing Toll Project which extends from Cibitung, West Java, to Cilincing, Jakarta. The PPP mechanism is considered to extenuate the government in building infrastructure facilities, with the constraint of a lack of funds for development. Cooperation with business entities aims to share the burden on the development process until it is completed, and the business entity will get benefits according to the initial agreement with the government. Initially, regulations regarding PPP were regulated by the central government. However, the central government had to cooperate with local governments to facilitate the running of projects. One of the forms of cooperation is that the local government makes arrangements regarding land acquisition policies for regions that are selected as the location for toll road construction. The role of local governments, such as the Regent and Governor, is very crucial in the land acquisition process. The land acquisition process carried out by two different regions will, of course, has differences in determining the arrangement. The Governor of West Java and the Governor of DKI Jakarta must make arrangements in the form of Governor Decrees and Governor Regulations, which aim to accelerate the negotiation stage in land acquisition
