Abstract

Sejak awal berkembangnya abad ke-20, popularitas minyak sebagai sumber energi konvensional telah menciptakan banyak fenomena oil-dependent countries. Akan tetapi sektor minyak sangat rentan terhadap permasalahan secara global, sehingga terjadi distrupsi harga. Tahun 2011-2016 merupakan periode fluktuasi harga minyak yang sangat signifikan, sehingga hal tersebut merupakan sebuah ancaman bagi oil-dependent countries seperti Tiongkok. Hal tersebut menarik untuk dikaji karena Tiongkok memiliki peran sebagai importer dan juga producer, sehingga mengharuskan Tiongkok untuk mencari strategi lain untuk tujuan keamanan energi guna mencapai kepentingan nasional Tiongkok dalam pembangunan ekonomi. Penelitian ini menggunakan pendekatan kualitatif dengan jenis metode deskriptif. Untuk dapat menjawab permasalahan ini penulis menggunakan konsep-konsep yang relevan. Konsep energy security digunakan untuk membuktikan keberhasilan strategi tiongkok, developmental state digunakan untuk menjelaskan intervensi Tiongkok untuk mencapai kepentingan nasionalnya. Dari hasil penelitian ditemukan bahwa Tiongkok memiliki strategi utama untuk mencapai keamanan energi nya. Dalam lingkup domestik, Tiongkok menggunakan kekuatan politiknya untuk intervensi monopoli pasar, regulasi serta kebijakan yang menguntungkan bagi perusahaan nasional nya (NOC). Selain itu Tiongkok melalui NOC nya memulai eksplorasi untuk menemukan sumber daya energi. Pada lingkup internasional, Tiongkok menggunakan diplomasi energi sebagai instrumen untuk mengamankan pasokan minyak nya. Strategi Tiongkok mencakup pembangunan proyek infrastruktur dan investasi yang bersifat oil-for-loan di negara penghasil minyak, dimana Tiongkok menunjukkan kekuatan ekonomi dan politiknya untuk membuat ketergantungan negara-negara yang bekerja sama dengan Tiongkok./ Since the beginning of the 20th century, the popularity of oil as a conventional energy source has created a phenomena of oil-dependent countries. However, the oil sector is highly vulnerable to many problems globally, that could eventually resulted in a price disruptions. The year of 2011-2016 was a period of very significant fluctuation in oil prices, as a result it was a threat to oil-dependent countries such as China. This is interesting to be further examined due to China’s role as importer and also producer of oil, thus requiring China to seek other strategies for energy security purposes in order to achieve China's national interests in economic development. This research uses a qualitative approach with a descriptive method. To be able to answer this problem, the author uses several relevant concepts. The concept of Energy Security, to prove the success of China’s strategies, and the Developmental State concept, to explain China's government intervention to achieve its national interests. From the research that has been conducted, it is found that China has a major strategy to achieve its energy security. In the domestic sphere, China uses its political power to intervene in market monopolies, regulations and policies that benefits its national companies (NOC). In addition, China, through its NOC, began the exploration to find energy resources. On an international level, China uses energy diplomacy as an instrument to secure its oil supplies. China's strategy includes the development of infrastructure projects and oil-for-loan investments in major oil-producing countries, where China shows its economic and political strength to create a dependent-relationship on countries that seek to cooperate with China.
