Abstract

Coral Triangle Initiative as a multilateral partnership designed by its six member states within Coral Triangle area has focused in addressing the issue of food security through the strategic Regional Plan of Action (RPOA) which reflected on the National Plan of Action (NPOA) of each member states that work hand in hand with other stakeholders and local communities. Data collected on this research are mostly from the website publications of Coral Triangle Initiative, journals, and government publications. This research aims to provide a systematic description on how Coral Triangle Initiative facilitates the management of food security specifically on Sulu & Sulawesi coastal areas through the implementation of Sulu & Sulawesi seascape project, includes the activities done along with the interests and role of Indonesia and Philippines as the involved state actors. Results gathered from this research indicates that the project made significant achievements on the establishment of marine protected areas specifically on turtles, reefs, and mangrove conservations along with the strengthen of cooperation on illegal fishing and facilitation on research and exchanges on information. All in all, this research justifies the importance of having multilateral cooperation in dealing with the cross-border issue of marine food security as one of the most crucial non-traditional threats. /Coral Triangle Initiative sebagai kemitraan multilateral yang dirancang oleh enam negara anggotanya di dalam kawasan Segitiga Terumbu Karang telah difokuskan untuk mengatasi masalah ketahanan pangan melalui Rencana Aksi Regional (RPOA) strategis yang tercermin dalam Rencana Aksi Nasional (NPOA) masing-masing anggota dengan bekerja bahu membahu bersama pemangku kepentingan lain dan masyarakat lokal. Data yang dikumpulkan pada penelitian ini sebagian besar berasal dari publikasi website Coral Triangle Initiative, jurnal, dan publikasi pemerintah. Penelitian ini bertujuan untuk memberikan gambaran sistematis tentang bagaimana Coral Triangle Initiative memfasilitasi pengelolaan ketahanan pangan khususnya di wilayah pesisir Sulu & Sulawesi melalui implementasi Sulu & Sulawesi Seascape project, termasuk kegiatan yang dilakukan sesuai dengan kepentingan dan peran Indonesia dan Filipina sebagai aktor negara yang terlibat. Hasil yang dikumpulkan dari penelitian ini menunjukkan bahwa proyek tersebut menghasilkan pencapaian yang cukup signifikan dalam pembentukan kawasan lindung laut khususnya penyu, terumbu karang, dan konservasi mangrove seiring dengan penguatan kerja sama di bidang penangkapan ikan secara ilegal dan fasilitasi penelitian dan pertukaran informasi. Secara keseluruhan, penelitian ini membenarkan pentingnya kerjasama multilateral dalam menangani isu lintas batas ketahanan pangan laut sebagai salah satu ancaman non-tradisional yang paling krusial.
