Abstract

Tuna is a highly migratory fish, so it often swims and passes through other countries' international territories and does not recognize regulations. Tuna is an excellent source of fishery wealth for Indonesia and the Philippines. Due to the price's value, it is quite expensive and high consumption. Hence, as archipelagic and neighboring countries, Indonesia and the Philippines should have good diplomatic relations so that neither party is disadvantaged in the management of tuna. Then, these two countries need cooperation and assistance from international organizations in handling and managing tuna. WCPFC (Western and Central Pacific Commission), as a treaty-based organization for tuna management, plays an essential role in dealing with tuna management to obtain an effective coordination system. This study aims to understand the importance of building relationships between countries at the international level to manage highly migratory fish. This study uses a qualitative method to explain the role of the WCPFC and Indonesia and the Philippines in the WCPFC in managing tuna. The data presented in this study were obtained from secondary data collection. Based on the results of research that has been conducted, it is found that Indonesia is a noncompliance. Yet, this country contributes the most to tuna fishing among other country members. Meanwhile, the Philippines is more disciplined and has joined WCPFC first compared to Indonesia. In carrying out its disciplinary attitude as a member of the WCPFC, it turns out that the Philippines faces domestic consequences/ Tuna adalah ikan beruaya jauh maka ikan ini sering berenang dan melewati teritorial internasional negara lain dan ia tidak mengenal regulasi. Tuna adalah sumber kekayaan perikanan yang sangat unggul bagi Indonesia dan Filipina. Dikarenakan nilai harganya yang cukup mahal dan banyak diminati orang-orang untuk dikonsumsi. Oleh karena itu, sebagai negara kepulauan dan negara tetangga Indonesia dan Filipina harus memiliki hubungan diplomasi yang baik, sehingga dalam pengelolaan tuna tidak ada pihak manapun yang dirugikan. Maka kedua negara ini membutuhkan kerjasama dan bantuan dari organisasi internasional dalam penanganan dan pengelolaan tuna. Keberadaan WCPFC (Western and Central Pacific Commission) sebagai sebuah organisasi berbasis perjanjian dalam pengelolaan tuna memerankan peran penting untuk menangani pengelolaan tuna agar mendapatkan sistem koordinasi yang efektif. Penelitian ini bertujuan untuk memahami pentingnya membangun hubungan antar negara di tingkat internasional untuk pengelolaan ikan beruaya jauh. Penelitian ini menggunakan metode kualitatif untuk menjelaskan peran WCPFC dan peran Indonesia dan Filipina didalam WCPFC dalam mengelola tuna. Data yang disajikan dalam penelitian ini diperoleh dari pengumpulan data sekunder. Berdasarkan hasil penelitian yang telah dilakukan, ditemukan bahwa Indonesia merupakan negara yang kurang disiplin dalam mematuhi regulasi, tetapi negara ini yang paling banyak berkontribusi pada penangkapan tuna antar anggota negara lain. Sedangkan, Filipina lebih disiplin dan dahulu bergabung dengan WCPFC dibandingkan dengan Indonesia. Dalam menjalankan sikap displinnya sebagai anggota WCPFC ternyata terdapat konsekuensi domestik yang Filipina hadapi.
