Indonesia merupakan negara maritim terbesar di dunia, sumber daya maritim tersebut perlu dipertahakan dan dijaga secara berkelanjutan untuk kesejahteraan rakyat Indonesia. Sebagai negara kepulauan, sejatinya luas wilayah Indonesia didominasi oleh lautan.Visi poros maritim dunia merupakan gagasan yang dibawakan oleh Presiden Joko Widodo untuk meningkatkan daya tawar Indonesia di tingkat internasional. Tujuan dari penelitian ini adalah melihat ancaman dari praktik illegal fishing di Indonesia serta melihat implementasi kebijakan untuk penanggulangan illegal fishing di Indonesia. Dalam penelitian ini, penulis menggunakan paradigma konstruktivisme dengan tambahan konsep kepentingan nasional, politik luar negeri, dan soft power. Metodologi yang digunakan adalah metode kualitatif dengan teknik kajian kepustakaan. Penelitian ini akan menjelaskan terkait keberhasilan implementasi kebijakan yang di buat pada pemerintahan Presiden Joko Widodo dalam mengurangi dampak illegal fishing di Indonesia, serta respon yang ditimbulkan dari kebijakan yang dibuat, baik di level domestik maupun level internasional. / Indonesia is the largest maritime country in the world, these maritime resources need to be maintained in order to maintain the welfare of the Indonesian people. As an archipelagic country, Indonesia is dominated by oceans. This brings prosperity, but also does not escape from the various problems that arise because of it. One of the problems that caught the attention of the author and still occurs in Indonesian territorial waters is illegal fishing. This research aims to see illegal fishing as a national threat and how the Indonesian government counter it with a specific policy. This research using constructivism paradigm, an the concept of national interest, foreign policy, and soft power. This research is using qualitative methods with literature course technique. This research contains a description of the problem of illegal fishing that occurred in Indonesia during the first period of President Joko Widodo administration. The author will show, how the Indonesian government decrease the impact of illegal fishing through the formation of policies and preventive actions that have been taken by the government to reduce the number of illegal fishing cases in Indonesia’s marine areas.
