Abstract

Upaya Indonesia menanggulangi perdagangan manusia telah ditempuh pada beragam tingkat, baik tingkat internasional, regional, maupun nasional; salah satunya ialah melalui kerja sama dengan United Nations Office on Drugs and Crime (UNODC). Kerja sama tersebut telah berlangsung sejak tahun 2012 hingga kini melalui Country Programme. Country Programme merupakan program yang digagas oleh Persatuan Bangsa-Bangsa (PBB) yang bertujuan untuk mengatasi berbagai kejahatan transnasional, termasuk memerangi perdagangan manusia di Indonesia. Kerja sama tersebut menghasilkan beberapa implementasi yang diratifikasi oleh pemerintah Indonesia terhadap penanganan perdagangan manusia. Program ini diharapkan bisa membendung maraknya praktik perdagangan manusia di Indonesia. Penelitian ini bertujuan untuk mendeskripsikan program atau implementasi serta hambatan dalam menangani perdagangan manusia. Teori yang digunakan dalam penelitian ini adalah teori Neoliberalisme dan memakai konsep antara lain: Perdagangan Manusia, Kerja Sama Internasional, dan Organisasi Internasional. Penelitian ini merupakan penelitian kualitatif dengan metode deskriptif. Hasil penelitian menunjukkan bahwa dalam mendukung Country Programme pemerintah Indonesia berperan penting untuk memantau, mendukung, dan mempublikasikan program tersebut. Pemerintah melibatkan Non- Governmental Organizations (NGOs) di Indonesia dan bahkan bekerja sama dengan lembaga pemerintah lainnya. Selain itu, pemerintah Indonesia juga mengeluarkan undang-undang sebagai dasar hukum terkait penanggulangan perdagangan manusia secara lebih efektif dengan penekanan pada identifikasi dan kategorisasi terhadap para pelaku serta korban perdagangan manusia di Indonesia. Hambatan kerja sama pemerintah Indonesia dengan UNODC terletak pada regulasi hukum yang masih terlalu sederhana dalam menjerat para pelaku kejahatan yang menyebabkan penerapan Country Programme belum optimal. / Indonesia's efforts to combat human trafficking have been pursued at various levels, including international, regional, and national levels; one of them is through collaboration with the United Nations Office on Drugs and Crime (UNODC). This cooperation has been going on since 2012 until now through the Country Programme. Country Programme is a program initiated by the United Nations (UN) which aims to tackle various transnational crimes, including fighting human trafficking in Indonesia. This cooperation resulted in several implementations ratified by the Indonesian government on handling human trafficking. This program is expected to be able to stem the rampant practice of human trafficking in Indonesia. This study aims to describe the program or implementation as well as the barriers to dealing with human trafficking. The theory used in this research is the theory of Neoliberalism and uses concepts including Human Trafficking, International Cooperation, and International Organizations and using qualitative approaches and descriptive methods. This thesis argued that in supporting the Country Programme the Indonesian government plays an important role in monitoring, supporting, and publishing the program. The government involves domestic Non-Governmental Organizations (NGOs) and also collaborates with other government agencies. Also, the Indonesian government issued a law as a legal basis for combating human trafficking more effectively with an emphasis on identifying and categorizing the perpetrators and victims of trafficking in persons in Indonesia. The obstacle to the cooperation between the Indonesian government and UNODC lies in the legal regulations that are still too simple in ensnaring criminals, which causes the implementation of the Country Programme is not optimal.
