RSI Ibnu Sina Magelang adalah tempat pelayanan kesehatan yang dikelola oleh swasta, yang sudah 6 tahun tidak menjalankan bisnis pelayanan kesehatan dikarenakan mengalami kebangkrutan. Karena RS tersebut sudah tidak beroperasi lebih dari 3 tahun maka kewajiban setiap RS untuk melakukan pembaruan perijinan serta akreditasi menurut Pasal 40 UU Rumah Sakit nomor 44/2009. Dan berpedoman pada amanat Undang-Undang Nomor 44 Tahun 2009 tentang Rumah Sakit serta Peraturan Menteri Kesehatan RI Nomor 147/MENKES/PER/I/2010 tentang Perijinan Rumah Sakit, perlu dilakukan studi kelayakan terlebih dahulu dengan melakukan analisis terhadap faktor-faktor eksternal dan internal. Pada penelitian ini analisis ekonomi dilakukan dengan menggunakan Average Rate Of Return (ARR), Payback Period (PP), Benefit Cost Ratio (B/C Ratio), Net Present Value (NPV) dan Internal Rate of Return (IRR). Dari hasil analisis faktor-faktor eksternal dan internal, maka RSI Ibnu Sina Magelang sudah memenuhi untuk dilaksanakan pembangunan dan pengembangan fasilitas pelayanan kesehatan. Hasil analisis ekonomi dengan nilai investasi pengembangan rumah sakit sebesar Rp. 133.200.000.000,- dan umur proyek selama 30 tahun menghasilkan ARR sebesar 66,75%, Payback Period selama 5 Tahun 4 Bulan, NPV yang positif yaitu Rp. 19.700.152.955,-, Net B/C sebesar 1,205 dan IRR sebesar 13,82%. Dari hasil analisis tersebut dapat disimpulkan bahwa investasi pembangunan dan pengembangan fasilitas kesehatan pada RSI Ibnu Sina Magelang layak untuk dilaksanakan. / RSI Ibnu Sina Magelang is a private health service, which has not been running a health service business for 6 years due to bankruptcy.
