Abstract

Perjanjian perdagangan baik bilateral, multilateral atau regional saat ini semakin marak terjadi. Salah satunya adalah ASEAN China Free Trade Area. Pola perjanjian perdagangan bebas bilateral ini didorong oleh meningkatnya saling ketergantungan antarnegara. Namun tidak semua perdagangan bebas bilateral berdampak positif. Kerangka kerjasama ini juga menimbulkan efek negatif seperti dialami oleh Indonesia dimana dalam beberapa tahun terakhir mengalami defisit neraca perdagangan terhadap Cina terutama di sektor nonmigas. Penelitian ini bertujuan Untuk menganalisis substansi maupun implementasi dari perjanjian ACFTA Trade in Goods yang berdampak terhadap defisit neraca perdagangan nonmigas Indonesia dan Cina serta untuk menjelaskan langkah yang telah diambil Indonesia dengan menggunakan mekanisme trade remedy yang terdapat di WTO untuk mengatasi fenomena yang terjadi. Kajian tentang defisit neraca perdagangan nonmigas Indonesia dan Cina dilakukan dengan menggunakan pendekatan kualitatif dan metode penelitian deskriptif analisis. Pengumpulan data penelitian dilakukan dengan dengan wawancara dan studi kepustakaan. Wawancara dilakukan kepada pihak yang berwenang dan memiliki kualifikasi dalam permasalahan perjanjian perdagangan ACFTA TIG. Hasil penelitian menunjukkan ACFTA memiliki dampak yang besar dalam defisit neraca perdagangan nonmigas Indonesia- Cina. Indonesia memiliki ketergantungan terhadap barang impor dari Cina terutama kategori bahan baku penolong karena industri dalam negeri tidak dapat memenuhi kebutuhan nasional. Indonesia telah melakukan pengenaan trade remedy terhadap beberapa produk impor asal Cina dan cukup berhasil untuk meredam laju impor/ Trade agreements, whether bilateral, multilateral,or regional, are currently increasingly happening. One of them is the ASEAN China Free Trade Area. The pattern of bilateral free trade agreements is driven by increasing interdependence between countries. However, not all bilateral free trade has a positive impact. This cooperation framework also has negative effects, such as experienced by Indonesia, where in recent years it has experienced a trade balance deficit against China, especially in the non-oil and gas sector. This study aims to analyze the substance and implementation of the ACFTA Trade in Goods agreement which has an impact on the non-oil and gas trade balance deficit of Indonesia and China and to explain the steps that Indonesia has taken by using the trade remedy mechanism found in the WTO to overcome the phenomenon that occurs. The study of the non-oil and gas trade deficit in Indonesia and China was conducted using a qualitative approach and descriptive analysis research methods. The research data collection was carried through interviews and literature study. Interviews were conducted with authorized and qualified parties in the matters of the ACFTA TIG trade agreement. The results showed that ACFTA had a big impact on the deficit in the non-oil and gas trade balance between Indonesia and China. Indonesia has a dependence on imported goods from China, especially the category of auxiliary raw materials because the domestic industry cannot meet national needs. Indonesia has imposed trade remedies on several imported products from China and has been quite successful in reducing the rate of imports
