Abstract

Perancis merupakan salah satu negara dari 12 negara yang menjadi pencetus berdirinya NATO pada tahun 1949. Tetapi, pada tahun 1966 pada saat pemerintahan Charles de Gaulle, Perancis menyatakan keluar dari struktur komando NATO. Tetapi pada tahun 2009, di bawah pemerintahan Sarkozy, Perancis menyatakan bergabung kembali dengan NATO. Tergabungnya Perancis ke dalam struktur komando militer dilandasi oleh beberapa kepentingan Perancis. Selain itu, adanya pemikiran Sarkozy yang memperkuat komitmen Perancis untuk berintegrasi kembali dengan NATO. Teori yang digunakan adalah teori realisme yang menjelaskan peranan negara di dalam memenuhi kepentingannya. Selain itu terdapat konsep mengenai kebijakan luar negeri, kepentingan nasional, pertahanan dan keamanan, ancaman, terorisme global, serta aliansi militer. Konsep-konsep ini lah yang digunakan untuk menjawab hal apakah yang melatar belakangi kepentingan Perancis berintegrasi kembali ke dalam struktur komando militer NATO. Pengumpulan data yang dilakukan adalah melalui teknik kepustakaan. Data yang diperoleh melalui penelusuran data secara online, maupun buku-buku. Analisis data dilakukan berdasarkan reduksi, penyajian, dan penarikan kesimpulan. Berintegrasinya Perancis ke dalam struktur komando militer NATO dilandasi oleh kepentingan nasional Perancis. Kepentingan tersebut, meliputi; kepentingan Perancis untuk menghadapi bahaya ancaman yang mendorong Perancis untuk bekerjasama dengan NATO, khususnya Terorisme; kepentingan Perancis untuk menjalin hubungan yang baik dengan negara di wilayah transatlantik, khususnya menjalin hubungan yang baik dengan Amerika; kepentingan Perancis untuk menjadi aktor utama di dunia internasional; kepentingan Perancis untuk mengintegrasikan Perancis dalam arsitektur keamanan Uni-Eropa di bawah komando NATO dan pandangan Sarkozy mengenai pentingnya Perancis untuk berintegrasi ke dalam struktur komando militer NATO. Sarkozy memiliki beberapa pandangan mengenai pentingnya Perancis untuk berintegrasi kembali dengan struktur komando militer NATO, yaitu; NATO adalah “our” NATO, karena itu penting bagi Perancis untuk berperan aktif di dalam NATO, yang kedua adalah; Eropa harus mempunyai pengaruh yang lebih kuat di dalam NATO, di karenakan banyak dari anggota NATO adalah anggota Uni-Eropa. yang ketiga; NATO merupakan organisasi“transatlantic”, dan hal utama yang harus dilakukan adalah menjaga kepentingan keamanan Eropa. / France is one of the countries from 12 countries who initiated to founding NATO in 1949. However, in 1966 during the reign of Charles de Gaulle, France declared out of the NATO command structure. But in 2009, under Sarkozy, France rejoined NATO states. The incorporation of France into the military command structure based on some of France interests. Moreover, their have Sarkozy idea to strengthened France's commitment to reintegrate into NATO. The theory used is a theory realism, which explains the role of country in meeting its interests. In addition there is the concept of foreign policy, national interest, defense and security, threats, global terrorism, and military alliances. These concepts are the one who used to do just what is the background for the interests of France reintegrated into NATO's military command structure. The Data collected by carried out through technical literature. Data obtained through the search data online, and books. Data analysis was performed based on reduction, presentation, and conclusion. France integrated into NATO's military command structure is based on the France national interests, such interest, including: the interests of France to face the danger of the threat that encourages France to cooperate with NATO. The external interest included of; the threats are motivating France to have relationship with NATO, especially terrorisme; interest of France to have good relationship with country around TransAtlantic; interest of France became an major actor in International politic; interest of France to strenghten European Union Defence under NATO; and Sarkozy’s point of view about the importance of France to integrate in NATO military command. Sarkozy has some views on the importance of France to be reintegrated into NATO's military command structure, firstly is NATO is "our" NATO, so important for France to play an active role in NATO, the second is, Europe should have a stronger influence on the NATO, because many of the NATO members are EU members. A third is NATO is organization "transatlantic", and the main thing to do is to safeguard the interests of European and North America security
