Abstract
Penelitian ini bertujuan untuk menjelaskan pengaruh budaya politik dan latar belakang keluarga terhadap kebijakan luar negeri dengan menggunakan studi kasus Presiden Megawati (Indonesia) dan Presiden Park Geun-Hye (Korea Selatan). Secara umum budaya politik mengandung nilai, keyakinan, pengetahuan dan pengalaman masyarakat suatu negara. Hal tersebut rupaya mempengaruhi bagaimana sikap seorang pemimpin dalam merespon permasalahan pada level internasional, melalui kebijakan luar negeri. Kebijakan luar negeri harus mencerimkan kepentingan nasional yang harus dicapai oleh pemimpin tersebut. Metode kualitatif-dekskriptif digunakan oleh penulis dalam penelitian ini, karena data yang diperoleh bersumber dari buku-buku, jurnal artikel dan hasil penelitian yang dilakukan oleh para peneliti sebelumnya. Baik Indonesia maupun Korea Selatan yang berada di wilayah Asia ini terkenal sebagai negara yang masih memegang teguh nilai-nilai luhur, adat-istiadat dan keyakinan setempat, tentunya sangat mempengaruhi perkembangan poltik kedua negara tersebut. Uniknya, kedua negara yang menganut sistem patriarki dalam kehidupan bermasyarkatnya pernah dipimpin oleh wanita, Mereka adalah Megawati Soekarno Putri (Indonesia) dan Park Geun-Hye (Korea Selatan). Keberhasilan keduanya menjadi pemimpin wanita pertama di Indonesia dan Korea Selatan tidak lepas dari latar belakang keluarga yang dimiliki oleh mereka. Sebagai salah satu kajian dalam studi Hubungan Internasional, penulis berusaha mengaitkan dua konsep dalam penelitian ini, yakni budaya politik dengan teori Feminisme-Liberal dalam studi Hubungan Internasional. / This study aims to explain the influence of political culture and family background on foreign policy using case studies of President Megawati (Indonesia) and President Park Geun-Hye (South Korea). In general, political culture contains the values, beliefs, knowledge and experiences of the people of a country. This is in order to influence how the attitude of a leader in responding to problems at the international level, through foreign policy. Foreign policy must reflect the national interests that must be achieved by these leaders. The qualitative-descriptive method is used by the authors in this study, because the data obtained comes from books, journal articles and the results of research conducted by previous researchers. Both Indonesia and South Korea, which are in the Asian region, are well-known as countries that still adhere to noble values, customs and local beliefs, of course, which greatly influence the political development of the two countries. Uniquely, the two countries that adhere to a patriarchal system in their social life have been led by women, They are Megawati Soekarno Putri (Indonesia) and Park Geun-Hye (South Korea). The success of the two of them in becoming the first female leaders in Indonesia and South Korea cannot be separated from their family backgrounds. As one of the studies in the study of International Relations, the author tries to link two concepts in this research, namely political culture with the theory of Liberal Feminism in the study of International Relations.
