Abstract

Pembangunan Ruko Cluster Sentraland blok A-19 yang terletak di Parung Panjang, Bogor memiliki waktu kerja produktif selama 112 hari. Pembangunan tersebut memiliki dua tahap dengan konsep, waktu, dan biaya yang sama. Penelitian ini meneliti tahap pertama dengan tujuan memberikan gambaran kepada pihak kontraktor mengenai manajemen pengendalian waktu dan biaya untuk pembangunan tahap kedua. Indikator penjadwalan menggunakan WBS serta terdapat penjelasan dari setiap lingkup pekerjaan. Indikator pembiayaan dengan mengetahui volume dan harga satuan dari masing-masing pekerjaan, didapatkan rekapitulasi rencana anggaran biaya proyek sebesar Rp. 673.091.816. Pada pelaksanaannya, tantangan yang sering muncul adalah harus mengendalikan waktu dan biaya dengan tidak mengurangi mutu pengerjaan dari proyek tersebut. Sebuah pengendalian dalam penjadwalan dan pembiayaan proyek perlu dilakukan dengan baik dan benar supaya dapat meminimalisir masalah yang terjadi. Maka untuk menghindari hal tersebut, dapat dilakukan pengendalian terhadap waktu dan biaya proyek dengan metode earned value. Perhitungan untuk forecasting dimulai dari tanggal 01 Agustus 2020 sampai dengan 31 Oktober 2020 untuk sisa pekerjaan dari 1 November 2020 sampai dengan 13 Desember 2020. Diperkirakan bahwa proyek akan selesai selama 116 hari atau terdapat keterlambatan selama 4 hari. Untuk biaya, proyek diperkirakan mengalami total biaya akhir Rp. 705.542.134 atau terdapat kenaikan sebanyak Rp. 32.450.318. Kinerja akhir proyek dalam penelitian ini memiliki keterlambatan sejak 13 September 2020 dan masih ada 11,27% pekerjaan yang belum selesai pada waktu akhir pengerjaan proyek. Maka, direkomendasikan dengan metode crashing yaitu menambahkan jam lembur untuk pekerja selama 3 jam dari hari Senin sampai dengan Jumat. Sehingga, mengalami percepatan waktu selama 12 hari dan pertambahan biaya sebesar Rp. 32.229.319. /The construction of shop house cluster sentraland block A-19 which is located in Parung Panjang, Bogor has a productive work time in 112 days starting from August 13, 2020 to December 13, 2020. This construction project has two stages with the same concept, time and cost. This research examines the first stage with the purpose of providing a management overview of scheduling and financing to the contractor as a guide for the second phase of construction project. Scheduling indicators use the WBS and there is an explanation of each scope of work. Financing indicators by knowing the volume and unit price of each work, obtained a recapitulation of the project cost budget plan of this project is Rp. 673,091,816. In the implementation, the challenge for project is have to manage time and cost within decrease the quality of the project. Control of scheduling and financing the project must be doing in the right way, to avoid the problem.So, control of project time and cost can be carried out using the earned value method. Calculation for forecasting the work remaining from November 01, 2020 to December 13, 2020, starting from August 01, 2020 to October 31, 2020. It is estimated that the project will be completed in 116 days or there is a delay of 4 days. For costs, the project is estimated to have a total final cost of Rp. 705,542,134 or there was an increase of Rp. 32,450,318. The final project performance in this study has been delayed since September 13, 2020 and there are still 11.27% of work that has not been completed at the end of project work. So, recommended by the crashing method is adding overtime hours to workers for 3 hours from Monday to Friday. So that, the project will have an accelerated time of 12 days and an additional cost of Rp. 32,229,319.
