Abstract

Hubungan bilateral Indonesia dan Rusia sudah mulai terjalin pasca kemerdekaan Indonesia dan pada dasarnya, hubungan ini terjalin atas dasar keinginan untuk memenuhi kebutuhan negara masing-masing dan memperkuat keamanan negara untuk tetap bertahan. Hal ini dibuktikan dengan pembelian pesawat tempur Sukhoi oleh Indonesia untuk memperkuat tenaga militer Angkatan Udara. Meskipun begitu, hubungan bilateral ini tetap mengalami beberapa kali kemunduran dan kemajuan. Maka dari itu, peneliti ingin membahas mengenai bentuk kerja sama bilateral yang dilakukan oleh Indonesia dan Rusia beserta kaitannya dengan pembelian pesawat tempur Sukhoi. Penelitian ini dianalisa menggunakan Teori Hubungan Bilateral dan Realisme dengan metode penelitian kualitatif deskriptif serta wawancara sebagai teknik pengumulan data primer. Hasil dari penelitian ini menunjukan bahwa hubungan bilateral Indonesia dan Rusia walaupun awalnya pasang surut, namun hingga saat ini sudah jauh membaik. Salah satu bentuk kerja sama ini dapat dilihat dari pembelian pesawat tempur Sukhoi yang intens oleh Indonesia untuk memperkuat pertahanan dan keamanan bangsa yang menguntungkan kedua negara. / The bilateral relations between Indonesia and Russia have begun to exist after Uni Soviet announce Indonesia as an independent country. Moreover, this relations is based on fulfilling each mutual needs and to strengthen the security of each country in order for survival. The purpose of building this relations can be seen from the purchase of Sukhoi Jet Fighter that Indonesia constantly buys from Russia to increase the national security through airforce. Nonetheless, this bilateral relations had experienced several setbacks and progess. For this reason, the researcher would like to discuss and explain the the form of bilateral cooperation carried out by Indonesia and Russia, also how this form of cooperation relates to the purchase of Sukhoi jet fighter. This researcb was analyzed by Bilateral Relationship and Realism Theory with descriptive qualitative as the research methods and in-depth interview as the primary data collection techniques. The results of this research indicates that though the bilateral relations between Indonesia and Russia had its setbacks, until now the relation has been improving considerably and the intense purchase of Sukhoi jet fighter by Indonesia to strengthen the nation's defense and security plays a huge role in maintaining this bilateral relationship.
