Abstract
Di masa pandemi Covid-19, kerjasama diantara seluruh lapisan masyarakat sangatlah penting. Begitu juga dengan peran Pemerintah dalam menahan penyebaran virus lewat berbagai kebijakan. Setiap Pemerintahan di daerah tentunya juga harus bekerjasama dalam upaya menentukan kebijakan yang tepat tanpa menimbulkan polemik. Di Surabaya, kebijakan mendatangkan mobil PCR menjadi polemik diantara Pemerintah Kota dan Provinsi. Polemik ini semakin menarik ketika media besar seperti CNN Indonesia dan Tempo yang mengangkatnya menjadi pemberitaan. Terlebih lagi polemik yang terjadi melibatkan Gubernur Jawa Timur dan Wali Kota Surabaya. Dengan demikian, peneliti ingin mengetahui bagaimana media online CNN Indonesia dan Tempo membingkai pemberitaan yang berkaitan dengan polemik tersebut. Peneliti menggunakan metodologi kualitatif dengan paradigma konstruktivis. Metode penelitiannya adalah model analisis framing Robert N. Entman yang terdiri dari empat elemen serta adanya seleksi dan penonjolan isu. Hasil penelitian mengungkap beberapa persamaan dan perbedaan isu yang ditonjolkan oleh kedua media. CNN Indonesia mengkonstruksikan polemik sebagai saling klaim antara Pemerintah Kota Surabaya dan Pemerintah Provinsi Jawa serta berfokus mengangkat isu kemanusiaan dan Covid-19. Sedangkan, Tempo mengkonstruksikan polemik dengan adanya permasalahan pribadi antara Khofifah dan Risma serta memunculkan karakteristik Tempo yang kritis dalam mengkritik. / During the Covid-19 pandemic, cooperation between all levels of society is very important. Likewise with the Government’s role in containing the spread of the virus through various policies. Every regional government must also cooperate to determine the right policies without causing polemics. In Surabaya, the policy of bringing in PCR cars has become a polemic between the City and Provincial Governments. This polemic became more interesting when major media such as CNN Indonesia and Tempo brought it up in the news. Moreover, the polemic involved the Governor of East Java and the Mayor of Surabaya. Thus, the researcher wants to know how the online media CNN Indonesia and Tempo frame the news related to the polemic. Researchers used a qualitative methodology with a constructivist paradigm. The research method is the Robert N. Entman framing analysis model which consists of four elements and the selection and prominence of issues. The results reveal several similarities and differences in the issues highlighted by the two media. CNN Indonesia constructs the polemic as mutual claims between the Surabaya City Government and the Java Provincial Government and focuses on raising humanitarian issues and Covid-19. Meanwhile, Tempo construct a polemic with personal problems between Khofifah and Risma and raised critical characteristics in criticizing.
