Seeing the role of Indonesian government on protecting their citizens that working abroad reviewed from Indonesian statute, which is UU 37 – 1999. That statute explains how the government of Indonesia should act on the case of protecting their citizens. On this research includes the case of David Hartanto Widjaja who allegedly suicide himself in Singapore. This case involved two countries, which is an ASEAN member This research will elaborate more about the role of Indonesian government who has the obligation to protect any Indonesian citizens abroad. In this case, Indonesia should keep in mind that Singapore is also one of the ASEAN members. By the involvement of these two ASEAN members, both countries must honor the ASEAN Charter. The method used on this research was qualitative method with secondary data resources. The data gathered from literature that is analyzed more by the writer, even thou was not include any interview remembering the insufficient time the writer has. Data gathered using validity research and reliability. The data analysis based on the comprehension towards the analyzed case. On this research we can find something that could attract the attention of the ASEAN community. There is a gap between what is written on the ASEAN Charter and Reality. This is proven with how the Singapore government did not gave all the access that should been given to the David Hartanto Widjaja’s Family. This is the punch line of this research because the ASEAN Charter did not really affect much in reality. There must be some socialization about the mission and the dream of ASEAN to every ASEAN citizens.
