Abstract

International cooperation especially in the field of labor cooperation between the Japanese government and Indonesian government was the first collaboration ccoperation based on free trade for the Indonesian government which in this case is formed through the framework of IJ-EPA. IJ-EPA agreement provides the reduction in the import duty of goods, labor qualification, standarization of product, and other things. Japan is the major business partner for Indonesia as well as Indonesia in Japanese sight also can be seen as the best place to invest and a have more human resources. The liberalization and globalization led to the development of the cooperation between any countries that create interdependence relations between Indonesia and Japan. The method used in this thesis is a qualitative method with secondary data sources. The data was collected through in-depth technical literature although not followed by an interview due to time constraints of the research. The data obtained using analysis of validity and reliability. Analysis of the data was performed based in an understanding of the problems which studied. From this research can be explored the background of Japan’s goal in cooperation with Indonesia, not only Indonesia have more natural resources and raw materials. However, the bargaining position of Indonesia in the ASEAN region is the Japanese strategy to be able to continue and mantain their hegemony in the ASEAN region and launched the Japanese national interest who seek to offset China’s influence in ASEAN. Indonesia in this regard should also provide oversight of the implementation and supervision of the IJ-EPA should be tightened in order to worked properly, Indonesian domestic industry must be improved the quality as to compete with the products from Japan.
