The 21st century armed conflicts show different characteristics compared to the previous century. Technologies and strategies used by the militaries in armed conflicts are more advanced, the non-state actors are involved, the increasing numbers of civilian casualties and the advancements in information gathering are the examples of the new characteristics. These new characteristics are as the result of globalization, marked with advancement of information and technology. This issue then becomes interesting, because the International Humanitarian Law (IHL) and the 21st century armed conflicts has a gap in a numberous decades, which makes it arguably inadequate to deal with the demands from the 21st century armed conflicts. Critics argued that the IHL fails to anticipate the advancement technology, including the usage of new technologies such as drones. The IHL also does not anticipate the issue of terrorism as the issue in the 21st century. Despite the strong criticism to the IHL, my research finds that the law is still relevant and adequate to limit the effects of armed conflicts in the 21st century. The IHL remains relevant, because the principles imbued to regulate armed conflicts are still applicable. The scope is defined to effectively regulate armed conflicts whether international or noninternationally. In addition, the emergence of Additional Protocol I limits the means and methods in armed conflict, also protects the civilians. A survey conducted in countries that experienced wars even showed that they are satisfied with the law.
