Abstract
Fasilitas parkir Terminal 3 Bandara Internasional Soekarno-Hatta perlu mendukung kebutuhan para pengguna baik dari segi desain maupun karakteristik parkir. Penelitian ini bertujuan untuk mengetahui sistem parkir, kinerja, dan permasalahan yang ada pada saat ini. Dengan demikian, beberapa opsi dapat dievaluasi untuk meningkatkan kinerja fasilitas parkir Terminal 3 tanpa harus menambahkan infrastruktur baru.
Metode penelitian yang digunakan adalah metode kuantitatif dan kualitatif. Pengumpulan data dilakukan dengan kuesioner dan survei lapangan. Karakteristik parkir yang dianalisis adalah volume parkir, akumulasi parkir, durasi parkir, pergantian parkir, kapasitas parkir, akomodasi parkir, dan indeks parkir. Satuan ruang parkir, desain parkir, dan tarif parkir juga dievaluasi untuk mendapatkan gambaran kinerja fasilitas parkir yang ada.
Hasil analisis menyimpulkan bahwa gedung parkir domestik dan gedung parkir internasional tidak memenuhi persyaratan pada satuan ruang parkir dan alur kurang efisien. Dari empat opsi perbaikan yang dievaluasi, opsi yang paling optimal adalah dengan menambahkan fasilitas drop off pada lantai 1, melakukan perluasan ruang parkir pada sebagian lantai 1 dan lantai 3 dan perubahan alur sirkulasi dalam gedung parkir. Dengan demikian, 279 dari 2061 ruang parkir menjadi 37,5% lebih luas dengan nilai indeks parkir terbesar adalah 0,83. Opsi ini memenuhi kebutuhan parkir dan memperpendek jarak tempuh minimal sejauh 725 meter. / The parking facility at Soekarno Hatta International Airport Terminal 3 has to support the needs of its visitors, both in terms of design and parking characteristics. This research aims to analyze performance and issues of the current parking system. Subsequently, several options can be explored and evaluated to improve the performance of the parking facility, without adding new infrastructure. The research is conducted using quantitative and qualitative methods. Data is gathered thru questionnaire and site survey. The characteristics being analyze for the parking facility includes parking volume, accumulation, duration, turn over, capacity, accommodation and index. Parking space unit, design and tariff are also analyzed to get a picture of the performance on the existing system. The analysis concluded that both domestic and international parking buildings do not meet the requirement on dimension for parking space unit and the traffic flow is not efficient. From four improvement options that were evaluated, the recommended improvement is by adding drop off location at the first floor, and by expanding the several parking space unit on the first floor and third floor. Additionally, the traffic flow inside the building is also revised. With these improvements, 279 out of 2061 parking area are 37.5% larger with maximum parking index value of 0.83. The change in traffic flow shortened the travel distance by 725 meters while still meeting parking needs and requirements.
