Abstract

Kepadatan penduduk yang tinggi khususnya di DKI Jakarta menyebabkan permintaan akan tempat tinggal meningkat yang berimbas terhadap mahalnya harga tanah dan harga rumah. Masyarakat berpenghasilan rendah menjadi tidak mampu memiliki tempat tinggal hingga memilih tempat tinggal yang tidak layak. Oleh karena itu, pemerintah membangun proyek rumah susun yang ditujukan untuk masyarakat berpenghasilan rendah. Menurut teori dari project product success, kesuksesan sebuah proyek dapat diukur dari keberhasilan yang dirasakan beberapa stakeholder yang salah satunya adalah penghuni rumah susun. Keberhasilan ini dikenal dengan nama customer satisfaction dimana penilaian customer satisfaction ini menggunakan metode Quality Function Deployment (QFD). Pada tugas akhir ini rumah susun yang ditinjau adalah Rumah Susun Jatinegara Barat. Proses pengumpulan data menggunakan kuesioner yang akan disebar kepada penghuni rumah susun untuk menilai tingkat kepuasan serta kepada ahli rumah susun dan hunian untuk menilai tingkat kepentingan. Hasil yang didapatkan akan disusun menjadi House of Quality (HOQ) yang merupakan bagian dari QFD. HOQ menghasilkan jawaban mengenai customer satisfaction yang sudah dicapai serta respon yang harus diambil untuk meningkatkan tingkat kepuasan tersebut. Kesimpulan dari tugas akhir ini adalah kondisi fisik Rumah Susun Jatinegara Barat dalam kondisi yang layak huni, lalu QFD dapat diterapkan sebagai penentuan indikator dan respon parameter teknis yang dihasilkan. Rusun Jatinegara Barat juga telah berhasil memberikan kepuasan bagi penghuninya. Untuk indikator yang paling berpengaruh terhadap kesuksesan proyek ini diambil dari lima indikator yang mendapatkan tingkat kepuasan tertinggi. Secara keseluruhan Rumah Susun Jatinegara merupakan proyek yang sukses dengan mencapai tingkat kesuksesan sebesar 72.26%. / The high population density in DKI Jakarta caused the increasing demand for shelter which resulted in inflated prices of land and houses. Low-income citizens are incapable of renting or buying a place which led them to live in substandard places. Therefore, the government builds affordable apartment projects for them. According to the project product success theory, project success can be measured from the perceived success of some stakeholders, among them are the residents of the apartment. This success is known as customer satisfaction where the customer satisfaction assessed using the Quality Function Deployment (QFD) method. In this final project the surveyed apartment was Rumah Susun Jatinegara Barat. The data was collected using questionnaires which was distributed to the apartment residents to assess the level of satisfaction and to the apartment and resident experts to assess the level of importance. Obtained results were organized into House of Quality (HOQ) which is part of QFD. HOQ produced answers about customer satisfaction that had been achieved and the response which must be taken to improve the level of satisfaction. The conclusion of this final project is that physically, Rumah Susun Jatinegara Barat is in habitable conditions and QFD can be applied to determine the indicators and technical responses parameter. Rumah Susun Jatinegara Barat has also managed to satisfy its residents. The most influential indicators for the success of this project are the five indicators with highest level of satisfaction. Overall Rumah Susun Jatinegara Barat is a successful project with a success rate of 72.26%.
