Abstract

Agenda Building is the development of agenda setting. It explains a process of an agenda from sources of information that can affect the media’s agenda. The outcome of the building agenda will appear when the media becomes heavily dependent on the production of its information to the Government. A successful role of building agenda is when public relations (PR) practitioners are able to function as communication facilities. News feeds becomes a source of information for the media by a subsidy in the form of press releases presented via mail or social media. Credibility and media relations are also important in the success of news loading in the media in addition to the news value on information sent to the media by the information guard (PR practitioner). The methodology used in this research is qualitative with the use of case approach. The case used is of Pantai Utara Jawa (Pantura) at the Ministry of Public Works and Housing (PUPR) in providing subsidized information to online media such as kompas.com and detik.com. The data collected uses primary and secondary data. Primary data is obtained through interviewing PR practitioners and journalists from kompas.com and detik.com. The results showed that the agenda building on the Pantura case has not been run optimally. PR in PUPR acts as a press agentry, or a communication technician. This is due to the lack of media literacy and bureaucracy in the government. / Agenda Building adalah pengembangan dari agenda setting. Agenda building berbicara mengenai sebuah proses adanya agenda dari sumber informasi yang dapat mempengaruhi agenda media. Bahwa hasil dari agenda building akan nampak ketika media menjadi sangat bergantung dalam produksi informasinya kepada Pemerintah. Peran agenda building menjadi sukses ketika praktisi PR mampu memerankan fungsi sebagai communicator facilities. Pengumpanan berita sebagai subsidi kepada media dalam bentuk siaran pers yang disajikan melalui mail ataupun media sosial menjadi sumber informasi bagi media. Kredibilitas dan relasi dengan media juga merupakan hal penting dalam menyukseskan pemuatan berita di media. Selain adanya nilai berita pada informasi yang dikirimkan kepada media oleh penjaga informasi (praktisi PR). Metodologi yang digunakan dalam penelitian adalah kualitatif dengan pendekatan kasus. Yakni kasus pantura di Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) dalam memberikan subsidi informasi kepada media online kompas.com dan detik.com. Pengumpulan data penelitian dilakukan dengan data primer dan sekunder. Data primer didapat dengan wawancara kepada praktisi PR dan jurnalis di kompas.com dan detik.com. Hasil penelitian menunjukan bahwa agenda building pada kasus pantura belum dijalankan secara optimal. PR di PUPR bertindak sebagai press agentry atau communication technician. Hal ini dikarenakan kurangnya literasi media dan birokrasi di pemerintahan.
