Abstract
The integration of European Union (EU) since the post World War two has brought the region into peace and the absence of military conflict. However as the union expands, energy security becomes one of EU concerns. EU is a large market with high demand on natural gas but it has to import majority of its gas supply from Russia. The energy relation between EU and Russia creates assymetric interdependence between two parties. This condition endangers EU as Russia has more bargaining power and could use its energy policy to undermine EU energy security. The purposes of this research are to describe the EU external policies concerning energy security towards Russia from 2006-2010, find out the rationale behind the policy, and evaluate the policy implementation. The data are gained through literature review, content analysis, and interview with delegation from Directorate General for Energy of European Commission, Brussels. The analysis is conducted through narrative and illustrative methods. From the data and analysis it is found that EU external energy policies toward Russia under Common Foreign and Security Policy (CFSP) mechanism were prioritizing cooperation and diversification of energy supply in order to loosen its dependency to Russian gas supply. The implementation of CFSP from 2006-2010 was weak with lack of coherency, as member states often prefer a bilateral approach with Russia to secure their energy supplies.
