Abstract

South China Sea is a region that stretches from the waters of the Strait of Malacca in the southwest to the northeast of Taiwan Strait. PRC, Taiwan, Malaysia, the Philippines, and Vietnam fought a claim for part or all of the Spratly Islands group and the Paracel Islands. Political conflict that occurred in the Asia Pacific region today has encouraged countries in the region, not least the members of ASEAN, for more attention to security issues. prevent the escalation of conflict, the countries of ASEAN and the PRC also attempted to conduct a peaceful resolution of conflict. Therefore, ASEAN through the ASEAN Regional Forum (ARF) to form a peaceful settlement of the conflict management for member countries of ASEAN and the PRC. And the peace efforts resulte The Declaration on the Conduct of Parties in South China Sea in 2002. Data collection was done by using literature. The concepts used are the National Interest, Organization Diplomatic Negotiations Internasioanal in Politics, Power, Capacity Diplomacy, Negotiation Concepts In Organizational Management in Neo Liberal terms. This study used a qualitative descriptive method which consists of the data in the form of text from an accurate source. The author analyzes the problems in the South China Sea by using the framework of the Neo-Liberal theory that includes the concept of Great Power and Organizational Management is based on the concept of negotiation. The concept of negotiation used in this paper to explain how the process of ASEAN policy on the issue of security in the South China Sea. Neoliberalism in general related to the multilateral political pressure through international organizations like the UN and ASEAN. From this study can be seen the role of ASEAN in assisting the resolution of conflicts the South China Sea disputes, particularly disputes Spratly and Paracel islands involving members of ASEAN. ASEAN as a neutral organiasasi bridge between the parties to the dispute so as to produce agreement between ASEAN and the PRC to maintain regional stability, work together and resolve conflicts peacefully.
