Abstract

The 2008 Gaza War that ended without decisive result for Israel due to the international pressure that came from foreign states and individuals that directed toward the Israeli government had shown that the international public opinion that sponsored by the ICT (Information Communication Technology) is able to influence the decision-making process of state. The purposes of this research are to describe the form of international public opinion that able to influence the decision-making process of Israel‟s foreign policy, find out the roles that engaged by ICT in the development of the international public opinion toward the invasion of Gaza strip by Israel, and then explaining how the international public opinion was able to influence the decision-making process of Israeli foreign policy that resulted in the withdrawal of the Israeli troops from Gaza strip. The theories and concepts that used in this research are; liberal perspectives, foreign policy, non-traditional security threat, public opinion, and ICT. The data that used on this thesis are collected through literature review method and then data was analyzed through illustrative and narrative methods. After the analysis of the data it is found that the international public opinion was able to influence the direction of Israel foreign policy through the international pressure from state and civilians, and the ICT have a big role in developing the international public opinion by forming the international public opinion, and as a tool of propaganda for both the Israeli and Hamas. The international pressure that came from the international public opinion was able to influence the dynamics of the actors that involved in the makings of Israeli foreign policy.
