An expansion of district is one of the forms of regional autonomy implementation which is viewed as a way to pursue in order to improve the public service for the purpose of accelerating the realization of people’s welfare. However, the expansion is often constrained due to the poor performance of the local government, which causes failure in achieving the goal of welfare. This research focuses on the regulation on expansion of the region and the expansion as the implementation of the regional autonomy in East Seram District as well as the management of their regional autonomy. The type of research is a descriptive normative research with conceptual approach and the result of research is analyzed qualitatively. Other than that, the type of data used within this research is literature data whereas the data obtained is not directly collected from the field, but is obtained from books, scientific works and results of research which has been documented. The result of research shows that there has been several changes to the regulation related to expansion of regions and the expansion of East Seram District which is conducted as an implementation of the regional autonomy where most of the stages is already in accordance with the applicable regulations and the said district has succeeded in managing their regional autonomy.
