Abstract

Sebagai negara yang memiliki kebudayaan sangat beragam, Indonesia sadar bahwa kekuatan yang berdasarkan militer dan politik tidak dapat menjadi tumpuan dasar praktik polugri Indonesia. Berasal dari dua kata, yakni diplomasi dan budaya, jelas bahwa secara praktikal, bentuk kegiatan diplomasi ini menggabungkan unsur budaya dengan asas-asas politik internasional dan hal ini merupakan bentuk perkembangan secara konsep dan praktikal diplomasi budaya itu sendiri. Memiliki potensi yang sangat baik, pemerintah Indonesia semakin gencar melakukan diplomasi budaya melalui Batik sebagai substansi utamanya dalam kegiatan polugri Indonesia selama sepuluh tahun terakhir. Selama periode 2014-2019, Indonesia melakukan beberapa pendekatan diplomasi budaya untuk Belanda, namun yang paling menonjol adalah penyelenggaraan eksibisi dan propaganda. Penyelenggaraan berbagai acara yang mempromosikan Batik seperti Fashion Diplomacy, One Day Batik Workshop, termasuk peragaan busana dari desainer-desainer lokal Indonesia di sana merupakan bukti bahwa eksisbisi atau pameran merupakan medium dan strategi yang tepat untuk digunakan karena kemampuannya untuk menjangkau masyarakat secara luas. Selain itu, penyelenggaraan acara promosi Batik yang dilakukan oleh non state actor juga merupakan bukti bahwa diplomasi budaya mampu menembus dinding pembatas mengenai praktik polugri suatu negara yang sebelumnya hanya didominasi oleh negara. Lebih dalam, diplomasi budaya memiliki keterkaitan dengan nation branding suatu negara karena melalui Batik, masyarakat luas dapat mengetauhi branding Indonesia sebagai negara dengan kebudayaan yang sangat beragam. Penelitian ini disusun dengan tujuan untuk mengetahui serta menganalisis upaya diplomasi Batik Indonesia-Belanda selama periode 2014-2019. Dalam penelitian ini, peneliti menggunakan teori neoliberalisme didukung dengan konsep soft power, diplomasi, kerjasama internasional, dan nation branding. Adapun pendekatan metode penelitian yang digunakan adalah kualitatif deskriptif dengan studi kepustakaan dan teknik analisis Miles dan Huberman./As a country with a very diverse culture, Indonesia is aware that military and political based forces cannot become the basis for the practice of the Indonesian Police. Derived from two words, namely diplomacy and culture, it is clear that practically, this form of diplomacy combines cultural elements with international political principles and this is a form of conceptual and practical development of cultural diplomacy itself. Having very good potential, the Indonesian government is increasingly aggressively conducting cultural diplomacy through Batik as its main substance in Indonesian Police activities for the last ten years. During the 2014-2019 period, Indonesia carried out several cultural diplomacy approaches for the Netherlands, but the most prominent was organizing exhibitions and propaganda. Organizing various events that promote Batik such as Fashion Diplomacy, One Day Batik Workshop, including fashion shows from local Indonesian designers there is proof that exhibition or exhibition is the right medium and strategy to use because of its ability to reach the wider community. In addition, the holding of Batik promotional events carried out by non-state actors is also evidence that cultural diplomacy is able to penetrate the barrier regarding the practice of foreign affairs in a country which was previously only dominated by the state. More deeply, cultural diplomacy has a connection with the nation's branding of a country because through Batik, the wider community can understand the branding of Indonesia as a country with very diverse cultures. This research was prepared with the aim of knowing and analysing the diplomacy efforts of Indonesian-Dutch Batik during the 2014-2019 period. In this study, researchers used the theory of neoliberalism supported by the concepts of soft power, diplomacy, international cooperation, and nation branding. The research method approach used is descriptive qualitative with literature study and analysis techniques Miles and Huberman.
