Regional Expansion has a good goal for the welfare of the community in equitable development and government services, but regional expansion can also be the cause of the issuance of double certificates due to the issue of the transition of land certificates. The main problem in this thesis is how the procedure for the transfer of land certificates from the Main Land Office to the land office of the division, and how the BPN's legal responsibility for the issuance of double certificates. In this study the normative juridical method is used with secondary data types as well as primary, secondary and tertiary legal materials as well as the Legislative approach, case and conceptual approaches. The results of this study are the procedures for handing over land parcels from the Main Land Office in Tangerang Regency to the pemekaran Land Office in South Tangerang City analogous to Ministerial Regulation Number 40 of 2016 concerning Formation, Organization, Work Areas, Duties and Functions of Representatives of Bolaang Mongondow Regency Land Office East in North Sulawesi Province. For the issuance of a double certificate, BPN is legally, administratively and civilly responsible if there is a violation and is against the law. / Pemekaran Daerah memiliki tujuan yang baik bagi kesejahteraan masyarakat dalam pemerataan pembangunan serta pelayanan pemerintah, namun pemekaran daerah juga dapat menjadi penyebab terbitnya sertipikat ganda karena masalah peralihan warkah tanah. Pokok permasalahan dalam tesis ini adalah bagaiman tata cara peralihan warkah tanah dari Kantor Pertanahan Induk kepada kantor pertanahan pemekaran, dan bagaimana tanggung jawab hukum BPN atas terbitnya sertipikat ganda. Dalam penelitian ini digunakan metode yuridis normatif dengan jenis data sekunder serta bahan hukum primer, sekunder dan tersier serta pendekatan Perundang-undangan, pendekatan kasus dan konseptual. Hasil dari penelitian ini adalah tata cara penyerahan warkah tanah dari Kantor Pertanahan Induk di Kabupaten Tangerang ke Kantor Pertanahan pemekaran di Kota Tangerang Selatan menganalogikan pada Peraturan Menteri Nomor 40 Tahun 2016 tentang Pembentukan, Organisasi, Wilayah Kerja, Tugas dan Fungsi Perwakilan Kantor Pertanahan Kabupaten Bolaang Mongondow Timur di Propinsi Sulawesi Utara. Atas terbitnya sertipikat ganda, secara hukum BPN bertanggungjawab secara administratif, perdata dan pidana jika terdapat perbuatan melanggar dan melawan hukum.
