Abstract

Pandemi Covid-19 merupakan bencana nonalam yang sifatnya global dan nasional. Dalam rangka mencegah dan mengendalikan pandemi covid-19, himbauan protokol wajib dipatuhi dan dijalankan secara disiplin, mengingat langkah ini merupakan satu paket rekomendasi dari para ahli dan dokter. Meski situasi pandemi covid-19 belum membaik, namun tingkat kepatuhan semakin menurun, pemerintah pusat bekerja sama dengan pemerintah di masing masing provinsi, kabupaten, kota, dan lapisan masyarakat untuk memerangi pandemic. Salah satu pesan program yang dilakukan oleh Dinas Kesehatan adalah kampanye protokol kesehatan 3M. Agar kampanye tersebut dapat terealisasikan dan berjalan dengan sukses, maka wujud dari penanganan covid-19 adalah dengan melakukan strategi yang baik dan matang oleh Dinas Kesehatan DKI Jakarta Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan menggunakan studi kasus untuk mengupas tuntas bagaimana strategi yang dilakukan oleh Dinas Kesehatan DKI Jakarta dalam membangun jaringan sosial kerja sebagai upaya untuk mengkampanyekan pesan 3M dalam pencegahan covid-19. Wawancara secara mendalam dilakukan pada narasumber internal yang kompeten untuk menjawab tujuan penelitian yaitu strategi Dinas Kesehatan dalam membangun jaringan sebagai upaya mengkampanyekan 3M pencehagan covid-19. Hasil dari penelitian ini menyimpulkan bahwa adanya strategi yang dilakukan oleh Dinas kesehatan DKI Jakarta dalam membangun jaringan social kerja sebagai upaya mengkampanyekan 3M pencegahaan covid-19. Strategi tersebut dilakukan dengan membangun kerjasama lintas sector. Strategi kampanye dilaksanakan dengan koordinasi dengan beberapa pilar untuk menciptakan 3T sebagai bentuk pencegahan dan penanganan covid-19. Kendala yang dihadapi adalah kurangnya kesadaran dan kepatuhan di tingkat masyarakat./ The Covid-19 pandemic is a non-natural disaster that is global and national in nature. In order to prevent and control the Covid-19 pandemic, the protocol appeal must be obeyed and carried out in a disciplined manner, considering that this step is a package of recommendations from experts and doctors. Although the Covid-19 pandemic situation has not improved, the level of compliance is decreasing, the central government is working with the governments in each province, district, city, and community level to combat the pandemic. One of the program messages carried out by the Health Office is the 3M health protocol campaign. In order for the campaign to be realized and run successfully, the manifestation of the handling of covid-19 is to carry out a good and mature strategy by the DKI Jakarta Health Office. The method used in this study is a qualitative research method using case studies to thoroughly explore the strategies adopted by the DKI Jakarta Health Office in building a network as an effort to campaign for the 3M message in preventing Covid-19. In-depth interviews were conducted with competent internal sources to answer the research objectives, namely the strategy of the Health Office in building networks as an effort to campaign for the 3M Covid-19 prevention. The results of this study conclude that there is a strategy carried out by the DKI Jakarta Health Office in building a network as an effort to campaign for 3M Covid-19 prevention. This strategy is carried out by building cross-sectoral cooperation. The campaign strategy is carried out in coordination with several pillars to create 3T as a form of prevention and handling of Covid-19. The obstacle faced is the lack of awareness and compliance at the community level.
