The operation of an Integrated Criminal Justice System in Indonesia which regulates four subsystems, one of which is the investigation conducted by investigators in handling sexual violence cases is in order to establish access to justice for female victims. The legal process handling by investigators towards victims of sexual violence by means of examination procedures of victims pursuant to PERKAP No. 3 Year 2008. The handling procedure which is viewed from the point of view of the victim of female sexual violence’s companion as well as from the point of view of the party implementing PERKAP No. 3 Year 2008, which is the investigator, to show the behavior and implementation of the said regulation towards the victim of female sexual violence in receiving their rights. The type of research used is a juridical empirical or legal sociological (qualitative) research with a data collecting method conducted through interview and deductive analysis technique. The results of research obtained from the companion shows that the behavior of investigators towards the legal process handling has been much better within the review of PERKAP No. 3 Year 2008 although it has not been evenly distributed in all areas of DKI Jakarta, the investigators already begin to have a crime victim oriented perspective and there has been initiatives in handling the victims in terms of referral. The Police Officers within the PPA Unit at this moment has already conducted and implemented PERKAP No. 3 Year 2008 in accordance with the crime victim examination procedures which has been regulated. Based on this research, it is recommended that there shall be an addition of curriculum in regard to handling female violence cases within the police force as well as an enhancement of relation and cooperation with other institutions in handling female violence cases.
