Abstract

Simpang Jalan Raya Bethesda – Santo Yoseph (simpang Santo Yoseph) merupakan salah satu simpang di kota Manado yang memiliki permasalahan lalu lintas, dimana pada jam puncak sering terjadi antrian kendaraan yang panjang. Selain itu, sekitar 100 meter dari simpang Santo Yoseph, dibangun RSUD Provinsi Sulawesi Utara yang menyebabkan adanya tarikan kendaraan terhadap ruas jalan di area sekitar rumah sakit, termasuk simpang Santo Yoseph. Dengan demikian, perlu dilakukan evaluasi simpang dan ruas jalan Bethesda maupun Santo Yoseph. Penelitian ini bertujuan untuk memperoleh nilai kapasitas dan jumlah arus kendaraan di jalan Santo Yoseph, jalan Bethesda dan simpang Santo Yoseph di saat jam sibuk dan mengetahui pengaruh pengadaan fasilitas RSUD Sulawesi Utara terhadap arus lalu lintas di jalan Santo Yoseph dan Jalan Bethesda. Analisis persimpangan dan ruas jalan untuk kondisi sebelum rumah sakit beroperasi (2021) dan setelah rumah sakit beroperasi menggunakan Manual Kapasitas Jalan Indonesia (MKJI) 1997 dan Pedoman Kapasitas Jalan Indonesia (PKJI) 2014. Analisis ini diawali dari pengumpulan data-data yang diperoleh dari survei lalu lintas dan studi literatur. Hasil analisis menunjukkan kondisi saat rumah sakit belum beroperasi (2021) ruas jalan raya Bethesda dan Santo Yoseph masih mampu mengakomodasi volume lalu dengan nilai derajat kejenuhan masih dibawah 0,85 sedangkan untuk persimpangan Santo Yoseph nilai derajat kejenuhan pendekat jalan Bethesda Barat 0,84 dengan panjang antrian 83 meter, pendekat jalan Bethesda Timur 1,07 dengan panjang antrian 113 meter dan untuk pendekat Santo Yoseph 1,10 dengan panjang antrian 101 meter. Dikarenakan terdapat nilai derajat kejenuhan yang tidak sesuai dengan rekomendasi MKJI dan PKJI yaitu harus lebih kecil dari pada 0,85, maka penelitian ini memberikan beberapa alternatif untuk mengurangi nilai dari derajat kejenuhan. Alternatif tersebut berupa pengaturan untuk memperlebar geometri jalan agar dapat mengakomodasi kendaraan besar dan bangkitan kendaraan akibat rumah sakit, mengalokasikan lajur belok kiri dan mengatur waktu siklus APILL dari 112 detik menjadi 53 detik. Dengan pengaturan yang baru maka diperoleh nilai derajat kejenuhan kurang dari 0,85 untuk setiap pendekat. / The intersection of Bethesda Street - Santo Yoseph (St. Yoseph intersection) is one of the intersections in Manado city with traffic problems, where long queues occur during peak hours. Moreover, at about 100 meters from the Santo Yoseph intersection, a North Sulawesi Provincial Hospital was constructed. The entrance and exit to this hospital are located on Bethesda Street. This hospital will increase the trip generation on the roads in the area around the hospital, including the Santo Yoseph intersection. This study aims to obtain the capacity and traffic flows on Santo Yoseph Street, Bethesda Street, and the intersection of Santo Yoseph during peak hours. Also, this study is to evaluate how the intersections and sections of the road would accommodate the increase in traffic with the new facility. Analysis of intersection and streets prior and after the hospital operates is conducted folowing the guideline from Manual Kapasitas Jalan Indonesia (MKJI) 1997 and Pedoman Kapasitas Jalan Indonesia (PKJI) 2014. The data collection for this study is obtained from traffic surveys and literature studies. The study shows that before the hospital is open in June 2021, the degree of saturation (DS) of Bethesda and Santo Yoseph streets is less than 0.85. As for Santo Yoseph intersection, the performance is measured using DS and queue length on the streets leading into the intersection. The DS of West Bethesda section is 0.84 with an average queue length of 83 meters. The DS for East Bethesda section is 1.07 with an average queue length of 113 meters. The DS of Santo Yoseph is 1.10 with an average queue of 101 meters long. Since the DS values are greater than the recommended value of 0.85 in MKJI and PKJI, this study proposes alternatives to lower the DS value. The alternatives include modifying the geometry of the lanes and the timing of the traffic signals. The new arrangement is by regulating the traffic lanes, widening the lanes to accommodate large vehicle and the additional trip generated by the hospital, dedicating a lane for left turns, and changing the cycle of the traffic signal to 53 seconds. The new arrangement results in DS values of less than 0.85 for each section.
