ABSTRACT Ananda Trianh Salichan (00000024848) POLITICAL DYNASTIES IN THE REGIONAL HEADS ELECTION OF GOVERNORS, REGENTS, AND MAYORS IN THE REGION OF BANTEN PROVINCE (xi + 109 pages) The increasing number of candidates for regional heads who come from political dynasties in Indonesia at the Regional Head Election for Governors, Regents, and Mayors has drawn many pros and cons. The public discourse that often occurs regarding political dynasties is regarding the impact of this practice in a democratic country. Even though Mosca (1895) said that all ruling classes tend to become hereditary, the fact that in democratic country the citizen elect their head of regional through an election mechanism, either it is directly or indirectly, seems that the ‘hereditary’ terminology does not fit the context. In Indonesia, the regulations regarding political dynasties once settled in Article 7, letter r, Law Number 8 Year 2015 concerning the Amendment to Law Number 1 of 2015 concerning Stipulation of Government Regulation in Lieu of Laws Number 1 of 2014 concerning the Election for the Governors, Regents, and Mayors. Yet, through the Constitutional Court Ruling Number 33/PUU-XIII/2015, Constitutional Court stated that the provision on the Laws is unconstitutional because it is indeed discriminative towards candidates who come from the political dynasties itself. Therefore, researcher has chosen the Region of Banten Province to be studied, hypothesized that political dynasties should not be a problem in a democratic country. Normative descriptive research will be used with historical and statutes approach. From this thesis, it is found that political dynasties that is currently occurring in the region of Banten Province does not influence the growth and development in the region of Banten Province itself.
