Abstract

Pendidikan Tinggi berperan penting dalam pembangunan sumber daya manusia di Indonesia. Salah satu komponen penting dalam Perguruan Tinggi adalah dosen. Kualitas dari seorang dosen ditentukan dengan jenjang jabatan akademik yang dimiliki dosen. Jenjang jabatan akademik terdiri dari: Asisten Ahli, Lektor, Lektor Kepala dan Guru Besar/ Profesor. Jenjang jabatan akademik yang paling tinggi adalah Guru Besar. Jumlah guru besar di Indonesia saat ini hanya sekitar 2% dari jumlah dosen di Indonesia dengan Nomor Induk Dosen Nasional (NIDN). Walaupun banyak dosen tertarik untuk menjadi Guru Besar, peraturan Guru Besar yang sulit menjadikan rintangan yang besar bagi dosen untuk mengurus karir jenjang jabatan akademik. Dosen harus menjalankan Tridarma Perguruan Tinggi untuk meningkatkan karir dosen yaitu dengan melakukan: Pengajaran, Penelitian, Pengabdian Kepada Masyarakat. Penelitian ini menggunakan pendekatan yuridis normatif yang didukung dengan pendekatan yuridis empiris, dan membahas bagaimana pengaturan mengenai persyaratan untuk menjadi Guru Besar di Indonesia dan implementasi peraturan tersebut di Universitas Pelita Harapan (UPH). Berdasarkan penelitian yang dilakukan, terdapat banyak syarat yang harus dipenuhi untuk menjadi professor seperti: Masa kerja dosen harus 10 tahun; Bidang ilmu yang sesuai; Publikasi di jurnal internasional bereputasi dengan hi indeks tertentu. Peraturan yang telah ditetapkan sebagai kriteria menjadi guru besar masih kurang memperhatikan keadilan dan kepastian hukum bagi dosen dalam mengurus jenjang jabatan akademik Guru Besar. Hal ini juga dirasakan oleh dosen yang ada di Universitas Pelita Harapan. // In Indonesia, higher education plays a critical role in the development of human resources. The lecturer is an important component of higher education. The level of academic position held by a lecturer determines the lecturer's quality. There are four levels of lecturers' academic positions, namely: Assistant Professor, Associate Professor, and Full Professor. Professor is the highest level of academic position. Currently, professors account for only around 2% of the total number of lecturers in Indonesia who have a National Lecturer Identification Number (NIDN). Although many lecturers aspire to become professors, the complicated Professorship requirements make it difficult for lecturers to manage their academic careers. To advance their careers as lecturers, lecturers must practice the Tridarma of Higher Education, which includes teaching, research, and community service. This legal research which adopted normative approach supported by empirical approach discuss on the professor requirements in Indonesia and the implementation of the requirements in Universitas Pelita Harapan (UPH). According to the research, there are a number of requirements that must be completed in order to become a professor, including: a lecturer's tenure must be at least ten years; a lecturer's tenure must be at least ten years; and a lecturer's tenure must be at least ten years. Appropriate scientific field; Publications in prestigious international journals with a high impact factor. In managing the level of professors' academic positions, the regulations that have been established as criteria for becoming professors still do not pay attention to fairness and legal certainty for lecturers. Lecturers of Pelita Harapan University share this sentiment.
