Abstract

Isu Hak Asasi Manusia (HAM) sampai saat ini masih menjadi isu yang menonjol dalam internasionalisasi kasus Papua. Negara-negara seperti Vanuatu, Nauru, bahkan pasifik selatan sangat vokal dalam menyuarakan isu HAM dalam kasus Papua terutama dalam pertemuan-pertemuan internasional Perserikatan Bangsa-Bangsa. Menyikapi hal ini, Indonesia merespon dengan dua hal yaitu secara eksternal melalui diplomasi dan secara internal melalui pendekatan pembangunan ke Provinsi Papua dan Provinsi Papua Barat. Pengumpulan data dilakukan dengan teknik kepustakaan dan dari jurnal-jurnal yang melatarbelakangi penelitian ini. Teori yang digunakan didalam penelitian ini yaitu menggunakan teori diplomasi, keamanan nasional (national security), dan juga keamanan manusia (human security). Ketiga teori dan konsep ini digunakan untuk melihat respon Indonesia terhadap isu HAM dalam internasionalisasi kasus Papua. Dari penelitian ini dapat disimpulkan bahwa respon Indonesia melalui diplomasi difokuskan pada diplomasi bilateral yang ditujukan langsung kepada negara-negara yang vokal dengan isu HAM dalam internasionalisasi kasus Papua. Selain itu, respon internal Indonesia ialah meningkatkan pembangunan sebagai pendekatan kesejahteraan di Provinsi Papua dan Provinsi Papua Barat. Meskipun demikian, kedua respons ini belum dapat mengurangi bahkan menghilangkan isu HAM dalam internasionalisasi kasus Papua. / The issue of Human Rights (HAM) is still a prominent issue in the internationalization of the Papua case. Countries such as Vanuatu, Nauru, and even the south pacific are very vocal in voicing human rights issues in the Papua case, especially in international meetings of the United Nations. In response to this, Indonesia responded in two ways, namely externally through diplomacy and internally through a development approach to Papua Province and West Papua Province. The data was collected using library techniques and from the journals behind this research. The theory used in this research is diplomacy, national security, and human security. These three theories and concepts are used to see Indonesia's response to the issue of human rights in the internationalization of the Papua case. From this research, it can be concluded that Indonesia's response through diplomacy is focused on bilateral diplomacy aimed directly at countries that are vocal about human rights issues in the internationalization of the Papua case. In addition, Indonesia's internal response is to increase development as a welfare approach in the Papua Province and West Papua Province. However, these two responses have not been able to reduce or even eliminate the issue of human rights in the internationalization of the Papua case.
