Abstract

The United Nation is an international organization that was born to unite the countries in the world so they could have an equal prosperity. To have an equal prosperity, they must have an equal economic factor. The economic factor of an country is one of many vital aspects that determine the prosperity of the people in the countries. Therefore the United Nation developed a program called Sustainable Development Goals or SDG to help those developing country into developed country. Indonesia as a developing country need to strategize to become a developed country. Joko Widodo as the present president had development plan which one of those plan is to develop better infrastructure in Indonesia. Those plan is in line with SDG number nine which cantered in Industry, Innovation, and Infrastructure. This research will explain how Sustainable Development Goals especially number 9 Industry, Innovation, Infrastructure are implemented in Indonesia during the first 5 year terms. Using Neoliberalism theory, it is seen that the factor of non-state also plays an important role in assisting the government works. It will be supported with the concept of development which acts as a short-to-medium term outcome of desirable targets in a qualitative approach. The result of the research indicates that the international organizations play a role in planning, executing and financing projects in order to achieve the targets; meanwhile the Indonesian government plays a role in setting strategy, executing programs, making policies or government regulations that could support the realization of desirable targets. Throughout the first 5 year term, the development in Indonesia is quite successful and the data show that the planning or strategy is already set in good place./Perserikatan Bangsa-Bangsa adalah organisasi internasional yang lahir untuk menyatukan negara-negara di dunia agar dapat memiliki kesejahteraan yang setara. Untuk memiliki kemakmuran yang sama, mereka harus memiliki faktor ekonomi yang sama. Faktor ekonomi suatu negara merupakan salah satu dari sekian banyak aspek vital yang menentukan kemakmuran rakyat di negara tersebut. Oleh karena itu PBB mengembangkan program yang disebut Sustainable Development Goals atau SDG untuk membantu negara berkembang menjadi negara maju. Indonesia sebagai negara berkembang perlu menyusun strategi untuk menjadi negara maju. Joko Widodo sebagai presiden saat ini memiliki rencana pembangunan yang salah satunya adalah membangun infrastruktur yang lebih baik di Indonesia. Rencana tersebut sejalan dengan SDG nomor sembilan yang tersebar di bidang Industri, Inovasi, dan Infrastruktur. Penelitian ini akan menjelaskan bagaimana Tujuan Pembangunan Berkelanjutan khususnya Industri, Inovasi, Infrastruktur nomor 9 diimplementasikan di Indonesia selama 5 tahun pertama. Dengan menggunakan teori Neoliberalisme, terlihat bahwa faktor non-negara juga berperan penting dalam membantu kerja pemerintah. Hal ini akan didukung dengan konsep pembangunan yang bertindak sebagai hasil jangka pendek-menengah dari target yang diinginkan dalam pendekatan kualitatif. Hasil penelitian menunjukkan bahwa organisasi internasional berperan dalam perencanaan, pelaksanaan dan pembiayaan proyek untuk mencapai target; sedangkan pemerintah Indonesia berperan dalam menetapkan strategi, melaksanakan program, membuat kebijakan atau peraturan pemerintah yang dapat mendukung terwujudnya sasaran yang diinginkan. Selama kurun waktu 5 tahun pertama, pembangunan di Indonesia cukup berhasil dan data menunjukkan bahwa perencanaan atau strategi sudah ditetapkan dengan baik.
