Abstract

Identitas gender semakin menonjol dalam diskusi global tentang hak asasi manusia dan kemajuan sosial. Gerakan LGBT di Amerika Serikat berfungsi sebagai model bagi banyak gay dan lesbian di seluruh dunia, meskipun faktanya AS tidak menangani diskriminasi LGBT secara memadai sampai Barack Obama menjabat. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana pengaruh Ted Osius terhadap perdebatan identitas gender dalam kebijakan luar negeri AS dan gerakan LGBT global. Sebagai kerangka konseptual, tesis ini mengimplementasikan teori liberalisme dan konsep globalisasi, identitas gender, dan kebijakan luar negeri. Penelitian ini merupakan penelitian kualitatif dengan metode studi kasus. Hasil penelitian ini menunjukkan pengaruh Duta Besar Ted Osius dalam mempromosikan kebijakan luar negeri AS selama masa jabatannya, serta pengaruhnya terhadap gerakan LGBT. Sehingga, daripade memicu perdebatan, duta besar Ted Osius memicu gerakan progresif di dalam komunitas LGBT Vietnam dan di luar negeri./Gender identity is gaining prominence in global discussions about human rights and social progress. The LGBT movement in the United States serves as a model for many gays and lesbians worldwide, despite the fact that the US had not adequately addressed LGBT discrimination until Barack Obama took office. The purpose of this research is to determine how Ambassador Ted Osius influences gender identity debates in US foreign policy and the global LGBT movement. As a conceptual framework, this thesis implements liberalism theory and the concept of globalization, gender identity, and foreign policy. This is a qualitative study utilizing the case-study method. The outcome of this research demonstrates Ambassador Ted Osius’ influence on promoting US foreign policy during his tenure, as well as his influence on the LGBT movement. Thus, rather than sparking debates, the ambassador sparked a progressive movement within Vietnam's LGBT community and beyond.
