Abstract

Climate change has become a major global challenge that can affect us all. In order to deal with this global challenge, collective actions from countries are needed. The Paris Agreement is an international treaty on climate change that was adopted on December 2015. Indonesia ratified the Paris Agreement in 2016. The purpose of this research is to look at why Indonesia decided to commit towards the implementation of the Paris Agreement, why joining the Agreement is beneficial for Indonesia and what are the challenges for Indonesia in implementing the Paris Agreement. Using qualitative research methods and descriptive methods in answering the research questions, this research will also use the theory of Neoliberalism and the concept of environmental security, national interest particularly economic growth, and international cooperation. This research concludes that Indonesia joined the Paris Agreement for its national interest, particularly promoting economic growth and maintaining environmental security. The Paris Agreement facilitates international cooperation and promotes a Green Economy and contains several features and characteristics that can encourage a country's commitment to climate change mitigation. The agreement will be able to increase the effectiveness of global climate change mitigation. Indonesia's challenges in implementing the Paris Agreement are deforestation and renewable energy. With a high population and geographical conditions, Indonesia is still vulnerable to deforestation. Meanwhile, renewable energy is still relatively unpopular. This is due to the limited quality of policies and regulations as well as public awareness of renewable energy. / Perubahan iklim telah menjadi tantangan global utama yang dapat mempengaruhi kita semua. Untuk menghadapi tantangan global ini, diperlukan tindakan kolektif dari negara-negara. Perjanjian Paris adalah perjanjian internasional tentang perubahan iklim yang diadopsi pada Desember 2015. Indonesia meratifikasi Perjanjian Paris pada tahun 2016. Tujuan dari penelitian ini adalah untuk melihat mengapa Indonesia memutuskan untuk berkomitmen terhadap implementasi Perjanjian Paris, mengapa bergabung Kesepakatan tersebut bermanfaat bagi Indonesia dan apa tantangan bagi Indonesia dalam mengimplementasikan Kesepakatan Paris. Penelitian ini menggunakan metode kualitatif dan deskriptif serta menggunakan teori Neoliberalisme dan konsep keamanan lingkungan hidup, kepentingan nasional khususnya pertumbuhan ekonomi, dan kerjasama internasional. Penelitian ini menyimpulkan bahwa Indonesia bergabung dalam Paris Agreement untuk kepentingan nasionalnya yaitu mendorong pertumbuhan ekonomi dan menjaga keamanan lingkungan hidup. Perjanjian Paris menfasilitasi kerjasama internasional dan mendorong Ekonomi Hijau serta memuat beberapa fitur dan karakteristik yang dapat mendorong komitmen suatu negara terhadap mitigasi perubahan iklim. Kesepakatan tersebut akan mampu meningkatkan efektivitas penanganan perubahan iklim secara global. Tantangan Indonesia dalam mengimplementasikan Perjanjian Paris adalah deforestasi dan energi terbarukan. Dengan jumlah penduduk yang tinggi serta kondisi geografis, Indonesia masih rentan terhadap deforestasi. Sementara untuk energi terbarukan masih terbilang kurang populer. Hal ini disebabkan kualitas kebijakan dan regulasi serta kesadaran masyarakat akan energi terbarukan masih terbatas.
