Abstract

Ketahanan pangan merupakan salah satu hal yang paling penting dalam menjaga kestabilan dan kemakmuran suatu negara. Namun, ketahanan pangan ini belum dapat dipenuhi oleh semua negara di dunia, salah satunya Nigeria. Ketidakhadiran ketahanan pangan disebut juga dengan kerawanan pangan. Dalam melawan kerawanan pangan, pada tahun 1945 Perserikatan Bangsa-Bangsa mendirikan sebuah badan yang dinamakan Food and Agriculture Organization. Penelitian ini akan melihat bagaimana Food and Agriculture Organization bersama dengan mitra humanitarian lainnya menangani kerawanan pangan, dengan cara membuat program-program yang bertujuan untuk membantu melawan kerawanan pangan yang sedang terjadi di dunia. Program-program ini berisikan upaya-upaya yang akan membantu penanganan kerawanan pangan. Selain itu, dalam menjalankan program tersebut tentu saja terdapat tantangan yang akan dihadapi oleh Food and Agriculture Organization, mitra humanitarian, dan juga pemerintah pada isu kerawanan pangan ini. Penelitian dilandaskan dengan teori Liberalisme Institusional dan digabungkan dengan konsep Ketahanan Pangan dan Kerawanan Pangan, Organisasi Internasional, dan Global Governance. Metode yang dilakukan adalah historis dan historis komparatif. Pengumpulan data dilakukan dengan teknik kepustakaan melalui buku, artikel, laporan, dan juga website yang kredibel. Data yang diperoleh akan dianalisis menggunakan teknik analisis naratif dan komparatif. Dari hasil penelitian dapat dilihat mengenai latar belakang masalah kerawanan pangan yang terjadi di Nigeria, kemudian bagaimana upaya yang dilakukan oleh Food and Agriculture Organization dalam menangani kerawanan pangan disana, serta mengidentifikasi tantangan apa saja yang dihadapi oleh Food and Agriculture Organization bersama dengan mitra humanitarian lainnya./Food security is one of the most important things in the stability and prosperity of a country. However, this food security cannot be fulfilled by all countries in the world, one of them is Nigeria. The absence of food security is also known as food insecurity. In fighting food insecurity, in 1945 the United Nations established an agency which was originally the Food and Agriculture Organization. This research will look at how the Food and Agriculture Organization together with other humanitarian partners deal with food insecurity, by creating programs that aim to help fight food insecurity that is currently happening in the world. These programs contain measures that will help address food insecurity. In addition, in carrying out the program, of course there are challenges that will be faced by the Food and Agriculture Organization, humanitarian partners, and the government on this issue of food insecurity. This research is based on the theory of Institutional Liberalism and combined with the concepts of Food Security and Food Insecurity, International Organizations, and Global Governance. The method used is historical and comparative historical. Data collection is carried out using library techniques through books, articles, reports, and credible websites. The data obtained will be analyzed using narrative and comparative analysis techniques. From the research results, it can be seen about the background of the problem of food insecurity that occurs in Nigeria, then how the efforts made by the Food and Agriculture Organization in dealing with food insecurity there, as well as identifying the challenges faced by the Food and Agriculture Organization together with other humanitarian partners.
