Abstract

Negara Filipina merupakan negara hotspot bagi sex tourism. Masyarakat yang kurang mampu menjadi kontributor terbesar dalam industri ini agar bisa mendapat uang dengan mudah. Dengan berkembangnya teknologi dan internet, industri seks menyebar dan melahirkan kegiatan baru yaitu cybersex. Sekitar 784,000 anak di Filipina merupakan korban dari cybersex trafficking dan pelecehan seksual. Dengan terusnya meningkat kegiatan cybersex trafficking dan pornografi anak di Filipina, fenomena ini menarik perhatian dunia internasional. Pemerintah Filipina telah aktif dalam menghadapi kasus-kasus kekerasan ini dengan bantuan dari institusi internasional. Penelitian ini bertujuan untuk mencari tahu upaya apa saja yang telah dilakukan oleh pemerintah Filipina, organisasi masyarakat dan institusi internasional dalam mengatasi cybersex trafficking yang terjadi di Filipina. Penelitian ini menggunakan teori dan konsep neoliberalisme, keamanan non-tradisional dan non-state actor. Metodologi yang dipakai dalam penelitian ini adalah metode deskriptif dan pendekatan kualitatif. Hasil dari penelitian ini adalah pemerintah Filipina memainkan peran yang besar dalam memerangi cybersex trafficking dengan mengesahkan undang-undang kejahatan cyber dan kegiatan cybersex. Undang-undang cybersex atau “Cybercrime Prevention Act of 2012” diharapkan dapat mencegah bertambahnya kasus online sexual exploitation of children (OSEC) dan mengadili tersangka yang terlibat dalam kegiatan cybersex trafficking. Selain pemerintah Filipina, institusi internasional lainnya juga aktif melawan kegiatan cybersex. Seperti organisasi Terre des Hommes yang meluncurkan proyek Sweetie yang berhasil mengumpulkan data para pedagang anak dan pembeli konten anak melalui platform online yang dipakai untuk menyelamatkan para korban. / The Philippines is known as a hotspot for sex tourism. The underprivileged community contributes the most to the industry in order to earn money fast. With the fast development of technology and the internet, the sex industry too, grew and adapted to the changes thus cybersex is born. Over 784,000 children in the Philippines are victims of cybersex trafficking and sexual abuse. With the cybersex industry and child pornography growing rapidly in the Philippines, it gained the attention of the global society. The Philippine government is very active on dealing with the case with the help of international institutions. This study aims to find out the action the Philippine government, NGOs and other international institutions has taken to overcome cybersex trafficking. The theories and concepts used are neoliberalism theory, non-traditional security and non-state actor. The result of this study is that the Philippine government has a big role in combating cybersex trafficking by approving the law against cybercrime and cybersex. The “Cybercrime Prevention Act of 2012” was approved to prevent more cases of online sexual exploitation of children (OSEC) happening in the Philippines and to prosecute the suspects involved in cybersex trafficking. Aside from the Government, other institutions such as Terre des Hommes organization successfully launched project Sweetie to collect data on child traffickers and cybersex clients through online platform, the data is used to track down the victim’s location.
