Abstract

Skripsi ini menganalisis “Diplomasi Budaya Indonesia di Uni Eropa Tahun 2014 -2019”. Tujuan dilakukan penelitian ini agar pembaca mengetahui apa kepentingan nasional Indonesia pada diplomasi budaya dan apa saja strategi yang digunakan untuk misi diplomasi budaya. Diplomasi dapat diartikan sebagai suatu hal yang digunakan negara untuk melaksanakan politik luar negeri dan mencapai kepentingan nasional demi membangun citra yang baik dari sebuah negara. Kerja sama Indonesia dengan Uni Eropa sudah dimulai sejak tiga dekade dan banyak berbagai bidang yang telah disepakati untuk bekerjasama hingga saat ini. Untuk mencapai tujuan dan kepentingan bersama, salah satu kerja sama yang dijalani yaitu adanya pertukaran budaya Indonesia di Uni Eropa begitu pun sebaliknya, dimana ini akan memberi nilai jual kepada kedua belah pihak selain untuk menguatkan ekonomi negara masing-masing. Penulis menggunakan teori neoliberalisme dan dilengkapi oleh konsep kerja sama Indonesia dan Uni Eropa, kepentingan nasional dan instrumen diplomasi budaya Indonesia di Uni Eropa. Kajian ini didukung oleh metode kualitatif dan deskriptif, kemudian dilengkapi dengan studi kasus untuk menjawab pertanyaan penelitian. Hasil yang diperoleh dari strategi diplomasi budaya adalah tercapainya kepentingan nasional Indonesia untuk mendongkrak perekonomian dengan cara mempromosikan budaya Indonesia untuk menarik perhatian warga mancanegara mengunjungi pariwisata yang ada di Indonesia. Demi mencapai tujuan dan kepentingan nasional, penelitian ini menemukan bahwa ada beberapa strategi untuk mempromosikan budaya seperti adanya program misi budaya, rumah budaya, peluang usaha, gastrodiplomasi, ekspor – impor, dan didirikan nya Kedutaan Besar Republik Indonesia (KBRI) di beberapa negara di Uni Eropa yang mana strategi ini selain digunakan untuk kepentingan kedua belah pihak namun untuk menjalin hubungan yang baik antar negara. / This research analyzes "Indonesian Cultural Diplomacy in the European Union 2014-2019" to give more understanding of Indonesia's national interest in cultural diplomacy and what strategies are used for cultural diplomacy missions. Diplomacy can be interpreted as something that the state uses to carry out foreign policy and achieve national interests to build a good image of a country. Three decades ago, Indonesia started its cooperation with the European Union (EU) in various areas. To achieve common goals, one of the collaborations undertaken is the exchange of Indonesian culture in the European Union and vice versa, providing selling value to both parties and strengthening the economies of their respective countries. The author uses the neoliberalism theory combined with the concept of cooperation between Indonesia and the EU, national interests, and instruments of Indonesian cultural diplomacy in the EU. Qualitative and descriptive methods support this study, then equipped with case studies to answer research questions. The results acquired from the cultural diplomacy strategy are the achievement of Indonesia's national interest to boost the economy by promoting Indonesian culture to attract the attention of foreign citizens to visit Indonesia's tourism. In order to achieve its national interests, this research founds several strategies to promote cultures, such as the existence of a cultural mission program, cultural houses, business opportunities, gastro diplomacy, export-import, and the establishment of the Embassy of the Republic of Indonesia (KBRI) in several countries in the European Union where this strategy is used for the benefit of both parties and to establish good relations between countries
