Abstract

Food security is a universal issue that all states must approach with the highest degree of caution, as inevitably humans cannot perform basic functions without sufficient nutrition. This research aims to explain the factors of food insecurity in Venezuela under the Chavista governments beginning in April 2002, under president Hugo Chávez and his successor Nicolas Maduro. This thesis will utilize economic structuralist theory to develop a comprehensive understanding of the interlinkages of the concepts of Chavismo, Food Security, and Border Security Issues. Complemented with a historical comparative analysis between pre-Chávez and post�Chávez Venezuela, this thesis will use a descriptive method to discern Chavismo as a response to decades of neoliberalism in Venezuela from an economic structuralist point of view. The results found that the main causes of food insecurity are the rapid hyperinflation of the Venezuelan Bolivar; the country’s overdependence on oil as a result of resource monoculture; Chavismo’s failure to reform away from unsustainable economic practices; and the failure to implement domestic land and agricultural reforms. Deteriorating food security was found to be one of many factors for Venezuelans migrating out of the country. It was concluded that the resulting migration and refugee wave of Venezuelans presented significant human security threats to Colombia and Brazil, due to stress on local services and risk of transmissible disease. / Ketahanan pangan adalah masalah universal yang harus didekati oleh semua negara dengan tingkat kehati-hatian tertinggi, karena manusia tidak dapat melakukan fungsi dasar tanpa nutrisi yang cukup. Penelitian ini bertujuan untuk menjelaskan faktor kerawanan pangan di Venezuela di bawah pemerintahan Chavista mulai April 2002, di bawah presiden Hugo Chávez dan penggantinya Nicolas Maduro. Tesis ini akan memanfaatkan teori strukturalis ekonomi untuk mengembangkan pemahaman yang komprehensif tentang keterkaitan konsep Chavismo, Ketahanan Pangan, dan Isu Keamanan Perbatasan. Dilengkapi dengan analisis komparatif historis antara Venezuela pra-Chávez dan pasca-Chávez, skripsi ini akan menggunakan metode deskriptif untuk melihat Chavismo sebagai respons terhadap dekade neoliberalisme di Venezuela dari sudut pandang strukturalis ekonomi. Hasil penelitian menemukan bahwa penyebab utama kerawanan pangan adalah hiperinflasi yang cepat dari Bolivar Venezuela; ketergantungan negara yang berlebihan pada minyak sebagai akibat dari monokultur sumber daya; Kegagalan Chavismo untuk mereformasi dari praktik ekonomi yang tidak berkelanjutan; dan kegagalan untuk melaksanakan reformasi tanah dan pertanian domestik. Ketahanan pangan yang memburuk ditemukan menjadi salah satu dari banyak faktor bagi orang Venezuela yang bermigrasi ke luar negeri. Disimpulkan bahwa gelombang migrasi dan pengungsi Venezuela yang dihasilkan menghadirkan ancaman keamanan manusia yang signifikan ke Kolombia dan Brasil, karena tekanan pada layanan lokal dan risiko penyakit menular.
