The significant spread of the Covid-19 virus does not only have an impact on public health, but also affects economic stability in various countries. This pandemic has created a negative effect of continuing social problems on the country's economy. The government enforces social restriction policies and policies that include national economic recovery in order to minimize the spread of the virus and improve the economy, there are other efforts made by the government, namely by conducting a Polymerase Chain Reaction test. The government has accelerated the procurement of PCR equipment as an effort to end the Covid-19 pandemic. Then the procurement of PCR equipment was carried out. In an agreement, there are often problems known as default disputes. In the event of such a dispute, both parties must find a way out by looking at several dispute resolution methods that exist in the legal regulations in Indonesia. This study discusses the procedures and settlement of default disputes based on legal regulations in Indonesia. The theory used in this research is default, contract law theory, procurement of goods and services in Indonesia, parties involved in the procurement of goods and services, and the state budget (APBN). The type of research used is normative legal research, the type of data needed to support this research process is secondary data. In this research, the method used to collect data is library studies and interviews. This research use statue, and case approach. The result of the dispute resolution discussed in this study is that both parties agree to resolve the dispute by deliberation to reach consensus.
