Abstract

The US with their Post-World War dominance in both the field hard and soft power had established institutions and an active “rule-based order” that preserves their stability as well. Yet their grip in Southeast Asia has been ambivalent and episodic after the Cold War with several attempts to re-Pivot, especially after the TPPA withdrawal, until the recent heightened urgency of the FOIP strategy to strengthen US’ influence in the region amidst China’s rise. This research explores how the FOIP strategy can improve US presence in the region and what strategies it uses to achieve the US’ strategic interest in Southeast Asia through the neo-realist perspective and the geopolitics of balance of power that has been disrupted. The research has identified two main problems posed by China in the region: Chinese aggression in the South China Sea and its predatory economic practices. The FOIP utilizes the pillars of security, economy, and governance to improve for countries in the region. The US may have more military and security influences in the region, but Southeast Asian countries remain dependent on China economically and prioritize these interests. One of the strategies will help the region to diversify its economic reliance. The FOIP will use tools such as the USIDFC to seed sustainable funding and the B3W initiative meant to close trillion of dollars of infrastructure gaps in the developing world; Another is how the FOIP strategy is maritime security based and the collection of regional allies to get involved in the South China Sea issue. The preservation of democracy is also on the top of its agenda. Both major powers are practicing a “Balance of Power”, but the US is seen to be using external balancing, but the existence of the Quad as a cooperation may encourage Southeast Asian countries to perceive it as “less US-oriented” and through the FOIP is proving its commitment. / Amerika Serikat (AS) dengan dominasi pasca-Perang Dunia, baik di bidang hard dan soft power telah membentuk institusi dan “aturan berbasis aturan” yang aktif dalam menjaga stabilitas mereka. Namun, kekuatan AS pada negara-negara di Asia Tenggara telah menjadi ambivalen dan episodik, terlebih setelah berakhirnya Perang Dingin, terutama setelah pengunduran diri AS dari TPPA, hingga urgensi strategi FOIP yang meningkat baru-baru ini untuk melawan kebangkitan Tiongkok di kawasan Asia Tenggara. Penelitian ini akan mengeksplorasi bagaimana strategi FOIP dapat meningkatkan pengaruh AS di kawasan tersebut dan instrumen apa yang digunakan untuk mencapai kepentingan strategis AS di Asia Tenggara melalui perspektif neo-realis dan geopolitik untuk keseimbangan kekuatan yang telah terganggu. Penelitian melihat dua masalah utama yang timbul karena keberadaan Tiongkok di kawasan tersebut: agresi Tiongkok di Laut Cina Selatan dan penerapan praktik ekonomi. FOIP mendapatkan keuntungan atas adanya pilar keamanan, ekonomi, dan pemerintahan sehingga meningkatkan pengaruh FOIP kepada negara-negara yang berada di kawasan tersebut. AS mungkin memiliki lebih banyak pengaruh militer dan keamanan di kawasan Asia Tenggara, tetapi negara- negara tersebut tetap bergantung kepada Tiongkok secara ekonomi dan memprioritaskan pada kepentingan ekonomi nya. Salah satu instrumen tersebut akan membantu kawasan untuk mendiversifikasi ketergantungan ekonomi nya. FOIP akan menggunakan alat seperti USIDFC untuk menyemai pendanaan berkelanjutan dan inisiatif B3W yang dimaksudkan untuk menyembunyikan triliunan dolar terkait kesenjangan infrastruktur di negara berkembang; Lainnya adalah bagaimana strategi FOIP berbasis keamanan maritim dan pengumpulan sekutu secara regional untuk dapat terlibat dalam masalah Laut Cina Selatan. Perkembangan demokrasi juga menjadi salah satu agenda utama. Kedua kekuatan besar tersebut mempraktikkan “Balance of Power”, sehingga AS terlihat menggunakan keseimbangan eksternal, namun keberadaan Quad sebagai bentuk sebuah kerja sama yang bertujuan mendorong negara-negara di Asia Tenggara dapat melihat hal tersebut sebagai “kurang berorientasi pada AS” dan melalui FOIP untuk membuktikan komitmennya.
