Abstract
Since its independence, managing relations with extraordinary powers has always been an issue for Indonesia. However, given the current turmoil in the Indo-Pacific region due to the great power rivalry, Jakarta has been tremendously pressured by both the United States and China. The purpose of this research is to find out why and how Indonesia uses the ASEAN Outlook on the Indo-Pacific to manage relations with the United States and China. This thesis uses the theory of neorealism and the concept of balance of power, great power, geopolitics, foreign policy as the conceptual framework. This research is qualitative research, using the descriptive research method. The result of this research indicates the importance of ASEAN and ASEAN-led mechanisms for Indonesia to resist and manage the relations with the United States and China. Jakarta needs the ASEAN and its centrality in order to gain economic and political leverage to resist the pressure coming from the United States and China. By utilizing the ASEAN-led mechanisms such as the EAS and the ARF, Indonesia hopes to create an umbrella for great powers to ‘sit and talk’ while addressing common challenges and prioritizing cooperation over the escalation of conflicts. In other words, by using the ASEAN-led mechanisms, Indonesia aims at generating and stimulating stability in the region. The findings indicate that given the political turmoil in the Indo-Pacific region, ASEAN is the only way for Jakarta to manage the relations with the United States and China and to resist aligning with any of great powers and safeguard its position and take advantage of the Sino-US Rivalry. / Sejak kemerdekaannya, mengelola hubungan dengan Negara Adidaya selalu menjadi masalah bagi Indonesia. Namun, mengingat gejolak saat ini di kawasan Indo-Pasifik karena persaingan kekuatan besar, Jakarta kerap mendapat tekanan dari Amerika Serikat dan China. Tujuan dari penelitian ini adalah untuk mengetahui mengapa dan bagaimana Indonesia menggunakan ASEAN Outlook on the Indo- Pacific untuk mengelola hubungan dengan Amerika Serikat dan China. Skripsi ini menggunakan teori neorealisme dan konsep balance of power, great power, geopolitik, kebijakan luar negeri sebagai kerangka konseptualnya. Penelitian ini merupakan penelitian kualitatif, dengan menggunakan metode penelitian deskriptif. Hasil penelitian ini menunjukkan pentingnya ASEAN dan ASEAN-led mechanisms bagi Indonesia untuk melawan dan mengelola hubungan dengan Amerika Serikat dan Cina. Jakarta membutuhkan ASEAN dan sentralitasnya untuk mendapatkan pengaruh ekonomi dan politik untuk melawan tekanan yang datang dari Amerika Serikat dan China. Dengan memanfaatkan ASEAN-led mechanisms seperti EAS dan ARF, Indonesia berharap dapat menciptakan payung bagi Negara Adidaya untuk ‘duduk dan berbicara’ sambil mengatasi tantangan bersama dan memprioritaskan kerja sama di atas eskalasi konflik. Dengan kata lain, dengan menggunakan ASEAN-led mechanisms, Indonesia bertujuan untuk menciptakan dan merangsang stabilitas di kawasan Indo-Pasifik. Temuan menunjukkan bahwa mengingat gejolak politik di kawasan Indo-Pasifik, ASEAN adalah satu-satunya cara bagi Jakarta untuk mengelola hubungan dengan Amerika Serikat dan China dan untuk menolak bersekutu dengan salah satu kekuatan besar dan menjaga posisinya dan mengambil keuntungan dari Sino. -Rivalitas AS.
