The globalization era gave birth to a very rapid development of the international world, without space and time barriers that have an impact on the mobilization of goods and people, making it very easy and rapid. This spurred the growth of the world economy so that the movement of every human being are also interested. International interests are very important for every country, so many foreign nationals are scattered to work to invest. Indonesia is an agricultural country, where the position of land is very important with very diverse purposes and functions. In 2020, Indonesia issued a new law, namely the Job Creation Law (Law of the Republic of Indonesia Number 11 of 2020), which wants to cover all matters, including changes in land rights for foreign nationals who want to settle in Indonesia, either temporarily or long term. Legal research is carried out using juridical-empirical research where laws and regulations are the approach and basis of this writing. The data were analyzed qualitatively, namely focusing on legislation regarding land rights for foreign nationals before and after the enactment of the Job Creation Law, then collecting legal materials related to existing facts and reality. The results of this study prove that UUCK does provide a new breakthrough for Indonesian citizens by granting land rights to foreign citizens, namely The Right of Ownership over Stacked Units (HMSRS), surely, by following the laws and regulations and certain limitations. This breakthrough is felt to increase the interest of foreign nationals who want to invest in Indonesia and improve the welfare of the Indonesian economy.
