Abstract

The Republic of Indonesia as a signatory of Sustainable Development Goals 2030, which came into effect on January 2016, had to comply to its rules and reach all seventeen goals in the span of fifteen years. In order to achieve all goals, the Government of Indonesia work alongside UNICEF for the achievement of Goal 6, to ensure the availability and sustainable management of water and sanitation for all. It revolves around the maintenance of quality and sustainability of water resources such as drinking water, sanitation and hygiene (WASH), as well as other aspects of the water cycle related to wastewater and water-use efficiency through programmes on WASH that was currently not met in Indonesia. This qualitative research discusses the partnership between the Government of Indonesia (BAPPENAS) and UNICEF, current progress of WASH, and challenges in achieving Sustainable Development Goal 6, in particular within the time period of 2015 through 2017. Data and information provided are obtained through literature review and interview with a representative from BAPPENAS (National Development Planning Agency. The research discovers important progress on Water Quality Survey. The survey enabled us to understand the current condition and what measures should be taken into account through measures taken by Working Group on Water Supply and Sanitation. Furthermore, there are challenges found along the way, such as inaccurate data sampling in surveys and difficulties in coordination between parties involved in the programme. Despite challenges mentioned, the current and those already implemented programmes are proven to deliver impactful results that will further be completed in the succeeding years./ Republik Indonesia sebagai penandatangan Tujuan Pembangunan Berkelanjutan 2030, yang dimulai bulan Januari 2016, harus mematuhi aturan dan mencapai tujuh belas tujuan dalam waktu lima belas tahun. Dalam mencapai semua tujuan tersebut, Pemerintah Republik Indonesia, dalam hal ini Badan Perencanaan Pembangunan Nasional (Bappenas) dan organisasi internasional (UNICEF) bekerja sama untuk pencapaian Tujuan ke-6, yaitu untuk menjamin ketersediaan, pengelolaan dan sanitasi air untuk seluruh masyarakat. Hal ini bersinggungan pada pemeliharaan kualitas dan ketersediaan sumber daya air untuk air minum, sanitasi dan kebersihan (water, sanitation and hygiene (WASH)), termasuk aspek lain dari penggunaan air seperti efisiensi air limbah dan penggunaan air melalui program WASH. Penelitian kualitatif ini membahas kemitraan antara Pemerintah Indonesia (Bappenas) dengan UNICEF, perkembangan program WASH, dan tantangan yang dihadapi dalam mencapai Tujuan Pembangunan Berkelanjutan ke-6 pada periode 2015 sampai 2017. Data dan informasi diperoleh melalui studi pustaka dan wawancara dengan perwakilan dari BAPPENAS. Penelitian ini menemukan perkembangan yang penting melalui Survei Kualitas Air. Survei memungkinkan kita untuk memahami kondisi program WASH saat ini dan menentukan langkah yang diambil kedepannya oleh Pokja Air Minum dan Penyehatan Lingkungan. Kemudian juga ditemukan beberapa tantangan seperti ketidakakuratan dalam proses data sampling dalam survei, serta kesulitan koordinasi antar berbagai pihak yang menjalani program ini. Walau dengan adanya tantangan tersebut, program yang sudah dilaksanakan terbukti memberikan dampak yang baik dan akan dikembangkan lebih lanjut di tahun-tahun yang mendatang.
