Abstract

​Indonesia is facing high-level competition in the field of political security between United States and People’s Republic of China. The competition begins when the Chinese government starts to escalate economically, politically, and militarily. This condition then triggered United States to changed their strategy for Asia Pacific. Under the leadership of Barack Obama, he applied the policy of “Pivot to Asia” in 2011 that created clashes of strategic interest between both the US and China that strongly influenced the stability of regional security. Trapped on the friendship between the two countries and desire to maintain regional stability, often create difficulties for Indonesia in implementing the right policy in order to survives in the competition. This research study aims to answer the question of how the Indonesian government is addressing the political security competition between the United States and China in Southeast Asia between 2008-2017 with three main focuses: challenges and opportunities on the condition, foreign policy in handling it, and how competition between the two countries influences foreign policy of Indonesian government. The method used in making this research is a qualitative method that focuses in explanatory,descriptive research that also relies on historical comparative in its analysis. Research results shows that this competition brings challenges and opportunities to Indonesia.T ​here are also things that Indonesian government cannot change especially in the core values of foreign policy of Indonesia, US, and also China. It also shows that Indonesia holds great bargaining position for the US-China . Hence, despite the fact that the competition affect Indonesian foreign policy, Indonesia also has the power to create effect in the competition by creating a good strategic foreign policy where Indonesia can be proactive instead of being reactive./ Indonesia sedang menghadapi persaingan tingkat tinggi dalam bidang keamanan politik antara Amerika Serikat dan Cina. Ketegangan dimulai ketika pemerintah Cina mulai meningkat secara ekonomi,politik, dan militer. Ketegangan pun meningkat sejak presiden Amerika Serikat, Barack Obama menerapkan kebijakan “Poros ke Asia” pada akhir 2011, yang berdampak pada terganggu nya stabilitas keamanan regional. Terjebak pada persahabatan antara kedua negara dan keinginan untuk menjaga stabilitas keamanan regional, seringkali menimbulkan kesulitan bagi Indonesia dalam menerapkan kebijakan yang tepat agar bisa bertahan dalam persaingan. Penelitian ini bertujuan untuk menjawab pertanyaan bagaimana pemerintah Indonesia menangani persaingan keamanan politik antara Amerika Serikat dan China di Asia Tenggara selang waktu 2008-2017 dengan tiga fokus utama: tantangan dan peluang dari kompetisi tersebut, kebijakan luar negeri dalam menghadapinya, dan bagaimana persaingan antara kedua negara tersebut mempengaruhi kebijakan luar negeri pemerintah Indonesia. Metode yang digunakan dalam pembuatan penelitian ini adalah metode kualitatif yang berfokus pada penelitian deskriptif, investigatif, yang juga mengandalkan perbandingan historis dalam analisisnya. Hasil penelitian menunjukkan bahwa kompetisi membawa tantangan dan peluang bagi Indonesia. Ada juga hal-hal yang tidak dapat diubah oleh pemerintah Indonesia terutama dalam nilai inti kebijakan luar negeri Indonesia, AS, dan juga Cina. Riset juga menunjukkan bahwa Indonesia memiliki ​bargaining ​ ​points ​ yang cukup besar untuk Amerika dan Cina. vOleh karena itu, terlepas dari kenyataan bahwa persaingan tersebut memengaruhi kebijakan luar negeri Indonesia, Indonesia juga memiliki kekuatan untuk menciptakan efek dalam persaingan dengan menciptakan kebijakan luar negeri strategis yang baik di mana Indonesia dapat bersikap proaktif daripada bersikap reaktif melalui kebijakan luar negerinya.
