Having healthy skin and an attractive appearance is something that everyone wants. To support their appearance, people use cosmetics ranging from skin care, body care, to make-up according to their individual needs. Along with the times and technological sophistication in the field of communication and information, the products circulating in the market are increasingly diverse, but this has also led to the circulation of worrying products, namely illegal cosmetic products made using hazardous materials. These cosmetic products are products that do not have a distribution permit in the form of a notification from the Food and Drug Supervisory Agency (BPOM). BPOM is an institution that aims to oversee the circulation of drugs and food. Therefore, in this study the author wanted to analyze the role of BPOM in monitoring the circulation of illegal cosmetics made from hazardous materials and monitoring mechanisms that can be improved by BPOM in suppressing the circulation of illegal cosmetics made from hazardous materials. In this study, the author uses a normative research method by looking at the duties, authorities, and functions of BPOM based on the laws and regulations and other related regulations. In addition, the author will also conduct an analysis by looking at the perspectives of consumers and business actors in accordance with Law no. 8 of 1999 concerning Consumer Protection. Based on the data collection method in the form of a literature study that the author uses, the authors find that BPOM has a major role in suppressing the circulation of illegal cosmetics containing hazardous materials, considering that BPOM is in charge of supervising the manufacture of cosmetics from starting materials to licensing. However, the circulation of illegal cosmetics is still widespread, therefore, BPOM must increase its supervision in terms of the circulation of illegal cosmetic products containing hazardous materials by carrying out monitoring efforts both conventionally and online.
