Abstract

Indonesia is one of the largest producers and exporters of Crude Palm Oil (CPO) in the world. CPO is a vegetable oil with the highest consumption level in the world which European Union becomes the third destination of Indonesian palm oil exports after India and China. However, Indonesian palm oil experienced many problems in its trade process with the European Union (EU) and there has been an obstacle towards Indonesian palm oil on various negative issues or black campaigns such as environmental issues and public welfare as the reasons. In addressing the obstacles that occur, Indonesia as a democratic country that upholds the principle of cooperation, carried out diplomatic agendas with the European Union solve the problem. This research identifies and describes the challenges that occur to Indonesian palm oil and the efforts that Indonesia is doing through the means of diplomacy. I used qualitative approach in conducting the research, while also used descriptive and identification research methods. In the analytical framework, I used several concepts such as; Collective Action, Common Interest, International Regimes, Economic Diplomacy, International Trade, and Civil Society. The results of the research shows that Indonesia has worked very hard to reduce the impacts of environmental damage and the level of poverty caused by palm Oil. Indonesia has also made a diplomacy with the European Union through the International Forum./ Indonesia adalah salah satu produsen dan negara yang mengekspor minyak kelapa sawit/Crude Palm Oil (CPO) terbesar di dunia. CPO merupakan minyak nabati dengan tingkat konsumsi paling tinggi di dunia dengan Uni Eropa menjadi tujuan ketiga ekspor kelapa sawit terbesar setelah India dan China. Namun kelapa sawit Indonesia mendapatkan banyak masalah dalam proses perdagangannya dengan Uni Eropa dan terjadi sebuah hambatan terhadap Kelapa sawit Indonesia tentang berbagai isu negatif atau kampanye hitam dengan alasan isu lingkungan, dan kesejahteraan masyarakat. Dalam menyikapi hambatan yang terjadi, Indonesia sebagai negara demokrasi yang menjunjung prinsip kerjasama dengan melakukan agenda-agenda diplomasi dengan Uni Eropa untuk menyelesaikan masalah perdagangan kelapa sawit yang terjadi. Penelitian ini mengidentifikasi dan mendeskripsikan tentang hambatan apa saja yang terjadi terhadap kelapa sawit Indonesia dan upaya yang sudah dilakukan Indonesia melalui kegiatan diplomasi. Penulis menggunakan pendekatan kualitatif dalam melakukan penelitian ini dengan metode penelitan deskriptif dan indentifikasi. Dalam kerangka pemikiran penulis menggunakan konsep antara lain Collective Action, Common Interest, Rezim Internasional, Diplomasi Ekonomi, Perdagangan Internasional, dan Civil Society. Hasil penelitian menunjukan bahwa Indonesia sudah berupaya untuk mengurangi dampak dari kerusakan lingkungan dan mengurangi tingkat kemiskinan yang disebabkan oleh kelapa sawit. Indonesia sudah melakukan diplomasi dengan Uni Eropa melalui forum internasional.
