Abstract

Under Joko Widodo’s presidency, the Global Maritime Fulcrum (GMF) was firstly initiated, representing a turning point for the country. Being the world’s largest archipelagic state with geostrategic location between two important oceans, the ocean plays an undeniably important role in Indonesia. The implementation of the GMF agenda has prompted advanced domestic development by effectively managing Indonesia’s maritime potential. Thus, this thesis will focus on the realization of the GMF vision from 2014 until present and analyze the strategic importance of the Indian Ocean Rim Association (IORA) towards the actualization of the GMF. This research will be conducted in a qualitative approach through descriptive analysis. In collecting the data for supporting the research argument, this thesis will yield both primary and secondary data. The writer has gathered some relevant data from various resources, including books, journals, online news and publications, government publications, and even a direct interview with the Vice Admiral of Indonesian National Armed Force. The equilibrium of the GMF pillar and priorities of IORA indicates that the apex pan-regional grouping serves as a potential instrument that will lead to the accomplishment of Indonesia’s national interest. Indonesia could strengthen cooperation in IORA to rebuild its maritime culture, promote better management and protection of its marine resources, practice maritime diplomacy and leadership role in Indian Ocean, better safeguard its maritime sector and sovereignty from external threats, and accelerate economic cooperation with the other member countries./ Di bawah kepemimpinan Joko Widodo, Poros Maritim Dunia (PMD) pertama kali diprakarsai dan gagasan tersebut mewakili titik balik bagi negara Indonesia. Sebagai negara kepulauan terbesar di dunia dengan lokasi geostrategis antara dua lautan penting, laut memiliki peran penting yang tak terbantahkan di Indonesia. Agenda implementasi GMF telah mendorong pembangunan domestik melalui pengelolahan potensi maritim Indonesia secara efektif. Skripsi ini akan fokus pada kepentingan strategis Indian Ocean Rim Association (IORA) dalam mendukung pencapaian dari GMF. Penelitian ini akan dilakukan dalam pendekatan kualitatif melalui analisis deskriptif. Dalam mengumpulkan data untuk mendukung argumen penelitian, skripsi ini akan menghasilkan data primer dan sekunder. Penulis memiliki berbagai data dari berbagai sumber, termasuk buku, jurnal, berita dan publikasi online, publikasi pemerintah, dan wawancara langsung dengan Wakil Laksamana Angkatan Bersenjata Nasional Indonesia. Keserupaan pilar GMF dan prioritas IORA menunjukkan bahwa kerja sama regional tersebut dapat menjadi instrumen yang mengarah pada pencapaian kepentingan nasional Indonesia. Indonesia dapat memperkuat kerja sama di IORA untuk membangun kembali budaya maritimnya, mempromosikan manajemen dan perlindungan sumber daya laut yang lebih baik, mempraktekkan diplomasi maritim dan peran kepemimpinan di Samudra Hindia, lebih mempertahankan sektor maritim dan kedaulatannya dari ancaman luar, dan meningkatkan kerja sama ekonomi dengan negara-negara anggota lainnya.
