Abstract

Intensitas kasus pembajakan laut oleh kelompok terorisme di perairan Sulu meningkat pada tahun 2016. Kasus ini mengancam kepentingan nasional negara, khususnya negara Indonesia. Aksi pembajakan laut yang dilakukan oleh kelompok Abu Sayyaf dilatarbelakangi sebuah misi membentuk negara Islam di Filipina Selatan. Maka dari itu, memperkuat ketahanan dan keamanan nasional menjadi suatu hal yang perlu dilakukan Indonesia sebagai negara berdaulat untuk melindungi kepentingan nasionalnya dari ancaman yang datang dari luar negera. Untuk mewujudkan hal tersebut Indonesia tidak bisa sendiri karena isu keamanan di Laut Sulu menarik keterlibatan Filipina dan Malaysia, sebagai negara yang secara langsung berbatasan dengan wilayah maritim Sulu. Landasan teori yang digunakan dalam tulisan ini adalah realisme klasik. Penulis juga menggunakan pendekatan kualitatif dengan metode penelitian deskriptif. Beserta dengan konsep kepentingan nasional, diplomasi pertahanan, terorisme, dan keamanan nasional. Penelitian ini menunjukkan bahwa Indonesia memanfaatkan forum kerja sama dalam bentuk bilateral seperti The Philippines-Indonesia Coordinated Patrol dan multilateral Trilateral Cooperation Arrangement (TCA) untuk memelihara keamanan maritim regional di Laut Sulu. / The intensity of cases of sea piracy by terrorism groups in Sulu waters increased in 2016. This case threatens the national interest of the state, especially the Indonesian state. The act of sea piracy carried out by the Abu Sayyaf group was motivated by a mission to establish an Islamic state in the Southern Philippines. Therefore, strengthening national resilience and security is something that Indonesia needs to do as a sovereign state to protect its national interests from threats coming from abroad. To make this happen, Indonesia cannot be alone because the issue of security in the Sulu Sea attracts the involvement of the Philippines and Malaysia, as countries that directly border the Sulu maritime area. The theoretical foundation used in this paper is classical realism. The author also uses a qualitative approach with descriptive research methods. Along with the concepts of national interest, defense diplomacy, terrorism, and national security. This research shows that Indonesia utilizes bilateral cooperation forums such as The Philippines-Indonesia Coordinated Patrol and the multilateral Trilateral Cooperation Arrangement (TCA) to maintain regional maritime security in the Sulu Sea.
